This book focuses on the experiences of temporary movements between Asia and Europe from the perspective of migrants and mobile people. It raises important questions such as: Why do people migrate on a temporary basis and what does this actually mean? How are these trajectories shaped? What are the implications of temporary moves for migrants and non-migrants? And how are transnational ties and practices characterized in the context of temporary migration? By shedding light on the practices and experiences of individual migrants, the book provides useful insights into understanding the challenges arising in an increasingly interconnected and mobile world. The chapters indicate that temporary migratory movements are on the rise: on the one hand on a voluntary basis such as reflected in labour migration, lifestyle migration and international student mobility, and on the other hand in an involuntary way as expressed in different forms of forced migration. Either way, temporary migration has diverse political. legal, economic, social and cultural implications, including the emergence of novel transnational networks and practices. The book is based on the findings of the international research project Transnational Migration in Transition: Transformative Characteristics of Temporary Mobility of People (EURA-NET), funded by the European Union’s 7th Framework Programme for period 2014-2017.

A central question in the debate on justice in immigration is whether immigrants have a right to stay; this book argues that liberal-democratic receiving states should also grant migrants a right not to stay. This claim runs against the presumption that migrants always desire to move on a permanent basis and intend to forge a completely new life in the country of destination. From this perspective, temporary migration is always a second-best option for migrants, engendered by the closed and often punitive migration policies of receiving countries. This book's innovative focus on the right not to stay is prompted instead by the realization that increasing numbers of migrants throughout the world conceive and plan their migratory experience as circumscribed in time and instrumental to goals and projects that they will pursue once back in their country of origin. These temporary migration projects are worthy of being accommodated by the receiving states as much as the migratory plans of those who resolve or aim to immigrate on a permanent basis. Accommodating them entails setting up the appropriate welfare measures and programs in the host country and, through bi-lateral agreements, in the country of return. This is especially important in view of the fact that very often the migrants who engage in temporary migration projects find themselves in a condition of high vulnerability and risk. The "right not to stay" advocated in this book is a positive and substantive right to see one's project of temporary migration-and-return protected and accommodated by institutions.

Turkey now hosts the largest number of Syrian refugees in the world, more than 3.6 million of the 12.7 million displaced by the Syrian Civil War. Many of them are subject to an unpredictable temporary protection, forcing them to live under vulnerable and insecure conditions. The Precarious Lives of Syrians examines the three dimensions of the architecture of precarity: Syrian migrants' legal status, the spaces in which they live and work, and their movements within and outside Turkey. The difficulties they face include restricted access to education and healthcare, struggles to secure employment, language barriers, identity-based discrimination, and unlawful deportations. Feyzi Baban, Suzan Ilcan, and Kim Rygiel show that Syrians confront their precarious conditions by engaging in cultural production and community-building activities, and by undertaking perilous journeys to Europe, allowing them to claim spaces and citizenship while asserting their rights to belong, to stay, and to escape.
