This discussion report is intended as a focus for public comment on the future of parkland in Halifax. Volume 2 of the report presents the study conducted to develop a formal long-term plan for the Halifax parkland system based on an understanding of the population characteristics, recreation trends, environmental concerns, and the existing park network. The study aimed to propose a concept plan to define the basic role, relationship, and configuration of all city parks; to identify which lands should be acquired, divested, or reconfigured; and to draft policies and propose regulations to guide day-to-day decisions and the evaluation of the concept plan itself. This document presents a plan for the Halifax Common, including goals, policies, design concepts, and actions to guide future planning and development. The first part of the plan considers the entire Common within the original 235-acre land grant of 1763. The plan deals with this area as a public place with diverse uses, as a place with special character and historic significance, as part of a vehicular and pedestrian circulation system, and in relationship to downtown and surrounding neighborhoods. The second part of the plan focuses on city-owned land and public open space within the larger Common, including recommendations on land acquisition, landscaping, parkland use, safety improvements, facilities design and relocation, and historic site preservation. The plan then proposes priorities for implementation and suggests options for protective legislation.
