This discussion report is intended as a focus for public comment on the future of parkland in Halifax. Volume 2 of the report presents the study conducted to develop a formal long-term plan for the Halifax parkland system based on an understanding of the population characteristics, recreation trends, environmental concerns, and the existing park network. The study aimed to propose a concept plan to define the basic role, relationship, and configuration of all city parks; to identify which lands should be acquired, divested, or reconfigured; and to draft policies and propose regulations to guide day-to-day decisions and the evaluation of the concept plan itself. This volume explains the study methodology, discusses park demand factors, describes existing parkland in relation to demand, identifies problems and opportunities related to existing parkland, and makes proposals and recommendations.
