This open access volume analyses the development of democracy at different levels of governance (from local to global). The Basque search for an institutional and democratic model that adapts to its social needs and solves its problems offers an interesting perspective for analyzing the way in which democracy is seeking new forms of materialization from the local to the global. The volume is divided into four parts. The chapters in Part I analyze the tensions between the neoliberal vision of democracy and the voices contesting it, with projections at different levels of government. The chapters in Part II focus on the emerging framework and scales of Western democracy. The chapters in Part III present new forms of citizen participation, paying special - though not exclusive - attention to new practical strategies for Basque society. The volume concludes with a block of chapters on the relevance of reviewing the methodological and epistemological frameworks from which knowledge about democracy and mechanisms of citizen participation is generated (Part IV). The public authorities have not successfully resolved the management of the traumatic memory of the wars, dictatorships and massacres to which the European project was always intended to be a counterpoint. The conflict of memories and the public discourses about the past are latent on ideological, political and cultural levels. However, if in the past the conflict concerning memories tended to develop inside the borders of countries, it has now leapt into the European arena. This has also led to the confrontation and questioning of the great narratives established in the common memory, especially with countries of the East joining the European Union. Each community, group or nation maintains common memories that do not always fit in or converge with a general overall account. The origins of the UB Solidarity Foundation’s European Observatory on Memories lie in these debates, and through this book — which includes the contributions of specialists in multiple disciplines and the speeches that were given at the first international symposium, “Memory and Power: A Transnational Perspective” — it hopes to present some of the key challenges that this conflict of memories has in store for us in the present and in the future.

This edited volume analyses the global making of security institutions and practices in our postcolonial world. The volume will offer readers the opportunity to gain a deeper understanding of the global making of how security is thought of and practiced, from US urban policing, diaspora politics and transnational security professionals to policing encounters in Afghanistan, Palestine, Colombia or Haiti. It critically examines and decentres conventional perspectives on security governance and policing. In doing so, the book offers a fresh analytical approach, moving beyond dominant, one-sided perspectives on the transnational character of security governance, which suggest a diffusion of models and practices from a ‘Western’ centre to the rest of the globe. Such perspectives omit much of the experimenting and learning going on in the (post)colony as well as the active agency and participation of seemingly subaltern actors in producing and co-constituting what is conventionally thought of as ‘Western’ policing practice, knowledge and institutions. This is the first book that studies the truly global making of security institutions and practices from a postcolonial perspective, by bringing together highly innovative, in-depth empirical cases studies from across the globe.
