West and Central Africa region (WCA) is particularly threatened by climate change and weather-related shocks, due in part to its high dependence on rainfed agriculture. Small-scale irrigation is very promising for the region as it can promote rural food security, poverty alleviation and adaptation to climate change. Improving the resilience of small-scale irrigation systems to climate change-related shocks should thus be an essential part of any effective irrigation investment plan. This report aims to provide governments, international organizations and project managers with evidence-based information on the impacts of climate change on small-scale agriculture in WCA in order to support the development of adaptation strategies that build the resilience of smallholder farmers.

The Food and Agriculture Organization of the United Nations (FAO) estimates that 815 million people in the world today are chronically hungry. After declining for over a decade, in 2017 global hunger is on the rise again. According to this year’s estimates, the world must, by 2050, produce 49 percent more food than in 2012 as populations grow and diets change. At the same time, almost 80 percent of the poor live in rural areas where people depend on agriculture, fisheries or forestry as their main source of income and food. If temperatures continue to rise, then progress towards eradicating hunger and ensuring the sustainability of our natural-resource base to achieve the 2030 Agenda for Sustainable Development will be at risk. This publication presents FAO’s key messages on climate change and food security. Due to the urgent need to protect communities, ecosystems, and economies from the impacts of a changing climate, adaptation is becoming increasingly relevant. Climate change is already a significant stressor on most global and local value chains and threatens food security. This makes timely implementation of sustainable adaptation actions that catalyse agrifood system resilience indispensable for working towards better nutrition, better environments and better production, leaving no one behind. Recognizing the important role adaptation plays for agrifood systems, and its prominence in the Paris Agreement, the paper presents and reflects on FAO’s repertoire of different adaptation actions and solutions. Complementing the conclusion of the Global Stocktake at COP28, it comprehensively summarizes FAO’s efforts to boost progress in global adaptation actions. The focus of this book is on the key water-related vulnerabilities to climate change in Africa, particularly in its most vulnerable areas, exploring potential management responses to such vulnerabilities. The African countries are particularly exposed and vulnerable to the negative impacts of climate change, with important impacts on water resources and hydrological systems, water availability, water resource management and sea level variations. Already, under various anthropogenic pressures, the status of water resources in Africa has been changing over the past decades, with decreasing water quality, falling groundwater levels, and variability in rainfall, both in terms of timing and intensity. Climate change will further accelerate the rate of change, affecting the ability of people and societies to respond in a timely manner. It is clear that there is no quick fix to the pressures imposed on water resources by climate change. Increasing the resilience of ecosystems and communities to extreme events such as flooding and drought, and integrating climate change risks and opportunities into development decision-making is indeed a key challenge, as much a technical climate-change one, as a political and developmental challenge. The book, in this regard, intends to contribute to the debate around climate change in relation to water resources management in Africa, and in particular inform policy decisions and actions that will improve governments’ and communities’ ability to manage the challenges of climate change and variability in relation to the aquatic ecosystems that they depend on. Climate change remains a global challenge due to the livelihood threat it poses particularly to the marginalized or vulnerable groups in society. Though developing countries contribute the least to the cause of climate change, they remain the most vulnerable to its effects. This vulnerability is due to the over-reliance of the population on rain-fed agriculture as the main livelihood source. These, mainly smallholder farmers, lack institutional, technological, infrastructural, and economic capabilities to adapt to climate change. In addition to this, there are wide disparities in the allocation of key sustainable livelihood assets (e.g., land, livestock, farm equipment, etc.) among men, women, and youth. For instance, women often have limited access to land, financial services, social capital, technology, labour, education, and other opportunities mainly due to traditional/cultural sex divisions within the domestic realm. Moreover, the majority of the resource-poor youth are employed in the agricultural sector, rendering them more vulnerable to climate uncertainties. The impact of climate change on these groups (men, women, youth, and smallholders) is expected to be different. Studies that fail to acknowledge these differences and focus only on geographical location could be misleading. Recent climate change scenarios indicate substantial reductions in the yield of staple foods linked to drought, high temperature, and rainfall variability with a projected overall decline in revenue from agriculture. These projected negative impacts would directly influence food security and render millions of households undernourished. According to the Food and Agriculture Organization (FAO) of the United Nations, between 720 and 828 million people across the globe are already experiencing chronic hunger. Additionally, about 161 million children below five years of age are stunted.
