International climate change policy can be broadly divided into two periods: A first period, where a broad consensus was reached to tackle the risk of global warming in a coordinated global effort, and a second period, where this consensus was finally framed into a concrete policy. The first period started at the "Earth Summit" of Rio de Janeiro in 1992, where the United Nations Framework Convention on Climate Change (UNFCCC) was opened for signature. The UNFCCC was subsequently signed and ratified by 174 countries, making it one of the most accepted international rd treaties ever. The second period was initiated at the 3 Conference of the Parties (COP3) to the UNFCCC in Kyoto in 1997, which produced the Kyoto Protocol (KP). Till now, eighty-four countries have signed the Kyoto Protocol, but only twelve ratified it. A major reason for this slow ratification is that most operational details of the Kyoto Protocol were not decided in Kyoto but deferred to following conferences. This deferral of the details, while probably appropriate to initially reach an agreement, is a major stepping stone for a speedy ratification of the protocol. National policy makers and their constituencies, who would ultimately bear the cost of Kyoto, are generally not prepared to ratify a treaty that could mean anything, from an unsustainable strict regime of international control of greenhouse gases (GHGs) to an "L-regime" ofloopholes, or from a pure market-based international carbon trading to a regime of huge international carbon tax funds.

In this controversial new book, Warwick J. McKibbin and Peter Wilcoxen argue that the current approach of international negotiations on the Kyoto Protocol is going completely in the wrong direction. In Climate Change Policy after Kyoto, they attempt to steer the policy debate toward a realistic blueprint for effective policy. The authors believe that managing uncertainty—particularly the future costs of any plan—is key to realistic climate policy. They maintain that sustainable policy should meet four basic criteria: it should slow down carbon dioxide emissions where it is cost-effective to do so; compensate those who are hurt economically; require a high degree of consensus both domestically and internationally; and allow countries to enter the program easily and continue to participate even if they drop out of the agreement at certain times. The book summarizes the current state of knowledge about climate change and discusses the history of negotiations since 1992—in the process identifying the Kyoto Protocol as the wrong approach to the problem. The negative effects of this development had their origin in the end of the 19th respectively in the beginning of the 20th century when the industrialization in many western countries began. With the industrial progress over the last 100 years an increasingly amount of greenhouse gases is released into the atmosphere causing the ecological balance to become incrementally out of order. The impact can be already felt today as temperatures are rising and this is likely to bring about changes for nature including the human beings and many other species. Although the global climatic change is unlikely to be stopped medium-term because carbon dioxide, the greenhouse gas with the largest quantity in the air, is said to have a 100 years+ lifetime span in atmosphere , the effects of the worldwide warming can be mitigated. In the early 1990’s this environmental issue was picked up and first steps for global climate policies were made. In 1997, the diplomatic efforts led to the resolution of the so called Kyoto protocol which obligates the member states to reduce its greenhouse gas emissions. This result can still today be seen as a milestone in the international climate policy. Therefore, this agreement will be the subject of examination on the following pages. The author will firstly describe the rationale behind the protocol before underlining its main provisions for developed and less developed countries. Moreover, the effectiveness of the treaty will be critically evaluated and finally emphasize will be also given to the impact it has on my home country, Germany.
