This book analyses the effectiveness of policies adopted in cluster promotion, using complexity thinking and evolutionary economic geography approaches. It studies cluster dynamics in transition economies, exploring the case of Albania. In developing countries, the ‘model’ of the developed countries, is often seen as the endpoint of a trajectory that must be followed meticulously, implying a view on modernization as a linear and uniform process. They tend to import policies from these ‘success models’ showing minimal regard to their context and institutional capabilities; therefore, more often than not, such policies show little effectiveness. This research on cluster policies in Albania confirms this. It suggests that in Albania there is a need to revise the way of thinking about clusters, considering them first and foremost as relational networks, instead of physically bound industrial districts. While there is questioning of top-down policies and the national innovation systems prerogative, the suggested model by this research, in line with some of the most recent policy frameworks, advocates the need for flexibility, bottom-up initiatives and place-based approaches. By means of conclusion, the book comes up with an alternative model of territorial policies for cluster development, shifting from ‘static’ towards ‘dynamic’ planning.

Innovation is the motor of economic change. Over the last fifteen years, researches in innovation processes have emphasised the systemic features of innovation. Whilst innovation system analysis traditionally takes a static institutional approach, cluster analysis focuses on interaction and the dynamics of technology and innovation. First, the volume gives an overview of the different levels of analysis from which the innovation behaviour of firms has been observed in the past. The book then presents a distinct cluster approach as a useful and innovative tool to analyse the configuration and dynamics of networks of actors involved in innovative processes. This approach emphasises the possibilities of enhancing cluster benefits by introducing virtual links between cluster actors. Empirical evidence is provided for the automotive components and the telecommunication industries. Jan Lambooy retired in October 2002. When Jan was asked how he wanted to celebrate this occasion, he was adamant that no great festivities should take place. Characteristically, Jan wanted just a scientific conference so he “could learn something from it” and, as he insisted, no great festivities. So that is what we did and a conference was organised in Amsterdam on 25 October 2002, hosted by the Faculty of Economics and Econometrics of the University of Amsterdam. Friends of Jan’s from academia in the Netherlands and abroad participated and thus paid homage to Jan, both as a scientist and as a person. We are now very proud to present this festschrift, firstly as the palpable result of this conference and secondly as a token of sincere respect and great affection for Jan. Edited volumes run the danger of being a hotchpotch of contributions on a wide variety of topics. Here, we have explicitly focused on a central theme in contemporary economic geography and regional science, namely therelationship between learning, innovation and clustering. Internationally renowned scientists made both theoretical and empirical contributions to this volume. We think this book constitutes a broad palette of contemporary thinking and research on the relationship between spatial concentration and innovation and hope it will play a significant role in future debates on this issue.

At the heart of this thesis is the young field of free electron laser science, whose experimental and theoretical basics are described here in a comprehensible manner. Extremely bright and ultra short pulses from short wavelength free-electron lasers (FELs) have recently opened the path to new fields of research. The x-ray flashes transform all matter into highly excited plasma states within femtoseconds, while their high spatial and temporal resolution allows the study of fast processes in very small structures. Even imaging of single molecules may be within reach if ultrafast radiation damage can be understood and brought under control. Atomic clusters have proven to be ideal model systems for light-matter interaction studies in all wavelength regimes, being size scalable, easy-to-produce gas phase targets with a simple structure. With FELs, "single cluster imaging and simultaneous ion spectroscopy" makes possible experiments under extremely well defined initial conditions, because the size of the cluster and the FEL intensity can be extracted from the scattering images. For the first time large xenon clusters up to micron radius were generated. Their single cluster scattering images were analyzed for cluster morphology and traces of the ultrafast plasma built-up during the femtosecond FEL pulse. The simultaneously measured single cluster ion spectra yield unprecedented insight into the ion dynamics following the interaction. The results will feed both future experimental effort and theoretical modeling.
