This guide is for commanders and staff who are training for, or operating in a multinational environment. The primary focus is on aiding U.S. Army units to better plan, prepare, execute, and assess multinational operations through improved shared understanding, mutual trust and confidence, and unity of effort with our mission partners. This guide addresses three key areas to provide improved multinational interoperability: introducing a common understanding of interoperability; exploring an interoperability framework encompassing the human, procedural, and technical domain solutions to improved interoperability; and showing how leaders can integrate "planning for interoperability" within the operations process. The challenges and complexity of the future will require the Army to provide a broader range of capabilities to achieve strategic outcomes across a complex and diverse range of global missions. The Army Vision cites "integrate operations" as one of the unique roles performed by the Army, providing combatant commanders with foundational capabilities, to include headquarters capable of integrating joint, interagency, and multinational operations. In the future, the need for interoperability will extend to lower echelons of Army forces in order to effectively integrate smaller national contributions into multinational operations. The Army Vision further describes interoperability as one of eight key characteristics of the Army of 2025. As the foundation upon which other U.S., allied, and multinational capabilities will operate, the Army of 2025 must be interoperable by easily supporting and enabling joint, whole-of-government, and multinational land-based operations. We must develop and advance a base technological architecture into which other military Services, U.S. government agencies, and allies and partners can easily "plug and play."Improving the Army's multinational force interoperability (MFI) with allies and partners remains a high priority for the Army. Army MFI activities enhance the Army's readiness to fight and win as part of a multinational force that provides strategic options for civilian and military leaders in current and future crises.

Liaison officer (LNO) functions are critical to the successful integration of diverse capabilities across military and civilian domains. Despite the importance of these functions, the Center for Army Lessons Learned (CALL) continues to capture observations which indicate significant issues concerning the selection, training, and employment of LNOs. In August 1998, the Air Land Sea Application (ALSA) Center published the Joint Task Force (JTF) Liaison Handbook, which provided planning and execution guidance to units providing and receiving LNOs at the JTF level. That handbook provided valuable planning and execution guidance, but was written specifically for LNOs operating within a JTF. The ALSA Center handbook was retired in January 2003. LNO operations are discussed in several Army and Joint doctrinal publications, and are the subject of numerous articles; however, there has been no single reference source commanders and staffs can use to select, train, and employ LNOs since the ALSA Center handbook.

The purpose of this Whitehall Paper is first to provide a conceptual framework for the discussion of interoperability in the military context in simple language that is understandable outside specialist communities such as those of communications and information technology. The framework needs to have a wide enough application to embrace both the military, who should benefit from interoperability, and civilians who work in policy and resource allocation, who might contribute to enabling interoperability. This analysis is then used to expose some ways in which coalition interoperability might be enhanced. The study focuses on multinational interoperability. However, the analysis also addresses intra-national interoperability because its implications are highly relevant to the multinational problem.
