L’évolution de la Politique Agricole Commune dans le sens d’une réduction des mécanismes d’intervention, et la libéralisation des échanges agricoles, accroissent l’exposition des agriculteurs européens aux fluctuations des cours des produits agricoles. Les marchés à terme agricoles permettent aux agriculteurs de gérer le risque prix de façon autonome, en le transférant sur les marchés financiers. A partir d’une enquête réalisée auprès d’agriculteurs français cette étude estime la perception du risque de prix par les agriculteurs, évalue leur demande en outils de couverture et définit une population d’utilisateurs des marchés à terme. Face à la faible diffusion de cet outil, les pouvoirs publics pourraient avoir un rôle de promotion de ces outils financiers au niveau des agriculteurs comme des organismes stockeurs et transformateurs. Grâce à l’identification des principaux freins à l’utilisation de ces marchés à terme -complexité, coût élevé à l’utilisation, et manque d’incitation de l’environnement professionnel- on conclue que l’action publique pourrait prendre différentes formes pour promouvoir l’utilisation des marchés à terme : communication, présentation de l’outil lors de la formation initiale, aide financière et fiscale.

The Voluntary Guidelines for Sustainable Soil Management (VGSSM) embody a framework for worldwide application addressing sustainable management of soils (SSM) in all type of land use systems. They promote the effective and viable maintenance and enhancement of the ecosystem services that soils provide such as food, feed, fiber production, climate regulation, nutrient cycling, carbon sequestration, and the regulation of water quality and quantity. Their overarching goals are to achieve food security for all, improve nutrition and support the progressive realization of a judicious management of non-renewable natural resource in the context of sustainable development. They represent a key output for the Global Soil Partnership that demonstrate once again to be an effective global policy forum where global soil issues are discussed and addressed by multiple stakeholders. The Guidelines serve as both a complementary tool fostering the implementation of the revised World Soil Charter and as a reference for a wide range of committed stakeholders, such as government officials, policy makers, farmers, pastoralists, forest and land managers, extension specialists and agricultural advisors, development partners, civil society, private sector and, academia, etc. The VGSSM’s added value is in its principal aim: setting out established scientific principles and internationally acknowledged recommended management practices for the responsible governance of soils. About twenty years ago, there was a recognition in Europe that real benefits would flow from coordinating the manner in which food composition tables were produced in the various countries of Europe. Subsequent development of computerised nutritional data bases has further highlighted the potential advantages of working together. Such cooperation could lead to improved quality and compatibility of the various European nutrient data bases and the values within them. This realisation was one of the driving forces behind the development of the Eurofoods initiative in the 1980's when those people in Europe interested in data on food composition began working together. This initiative received further impetus with the establishment of the Eurofoods-Enfant Concerted Action Project within the framework of the FLAIR (Food-Linked Agro-Industrial Research) Programme of the Commission of the European Communities. It was quickly recognised that the draft guidelines for the production, management and use of food composition data which had been prepared under the aegis of INFOODS (International Network of Food Data Systems, a project of the United Nations University), would be especially applicable to the objectives of the Concerted Action. The guidelines have been written by two recognised experts. Many people associated with FLAIR Eurofoods-Enfant have added constructive criticism and advice to that offered previously by those associated with INFOODS. Thus the guidelines are backed by a consensus in the community of those responsible for the production and use of food composition tables and nutrient data bases.
