Excerpt from Community Studies for Rural High Schools No course of instruction in the public schools is complete that does not give the learner a closer and more definite knowledge and understanding of his immediate environment. This is a truth that we have in the past largely overlooked in planning courses of study for our schools, particularly for our high schools. Languages and peoples that are dead and activities and institutions that are remote in time or distance are interesting and valuable and have a proper place in our high school programs; but their place should be a subordinate one. So strong, however, are the cords with which tradition has bound most of us that we have continued to act on the assumption that no education can be acceptable or in good repute that does not include a large share of these dead and remote things and that the study of "the life that now is" and the conditions and circumstances that immediately surround us cannot have a legitimate place in school instruction. The result of this is that the high schools are turning out many boys and girls who know something of Latin and German, something of the civilization of Greece and Rome, and something of geometry, but who know little or nothing about the community in which they live; they know nothing of its history, nothing of its traditions, nothing of its industries, nothing of its institutions, and nothing of its possibilties for the future. The life that goes on about them, with its needs, its failures, and its suggestions, makes no appeal to them, because they do not understand its significance. Our rural communities in West Virginia have greatly suffered in the past because the majority of their young people who have gone to high school and to college, have not returned to them to give them the benefit of their training and their increased ability. They have gone into the towns and cities of the state and into the towns and cities of other states, to seek opportunities there and to use there the ability that they have developed. Following on from the preceding volume in this series that focused on innovation and implementation in the context of school-university-community collaborations in rural places, this volume explores the positive impact of such collaborations in rural places, focusing specifically on the change agency of such collaborations. The relentless demand of urban places in general for the food and resources (e.g., mineral and energy resources) originating in rural places tends to overshadow the impact of the inevitable changes wrought by increasing efficiency in the supply chain. Youth brought-up in rural places tend to gravitate to urban places for higher education and employment, social interaction and cultural affordances, and only some of them return to enrich their places of origin. On one hand, the outcome of the arguable predominance of more populated areas in the national consciousness has been described as “urbanormativity”—a sense that what happens in urban areas is the norm. By implication, rural areas strive to approach the norm. On the other hand, a mythology of rural places as repositories of traditional values, while flattering, fails to take into account the inherent complexities of the rural context. The chapters in this volume are grouped into four parts—the first three of which explore, in turn, collaborations that target instructional leadership, increase opportunities for underserved people, and target wicked problems. The fourth part consists of four chapters that showcase international perspectives on school-university-community collaborations between countries (Australia and the United States), within China, within Africa, and within Australia. The overwhelming sense of the chapters in this volume is that the most compelling evidence of impact of school-university community collaborations in rural places emanates from collaborations brokered by schools-communities to which universities bring pertinent resources.

The close-knit, personal nature of small rural communities results in school and community operating as a single integrated social structure. Useful rural school improvement strategies must, therefore, address needs that are recognized by both the local school and the community and must operate in a style congruent with the local setting. Although outside ideas and resources may contribute greatly to successful plans to improve rural schools, a high level of local involvement is essential in determining the specifics of those plans. This is clearly demonstrated by the thirteen case studies presented in this book, in which the strategies that have been effective over time in resolving rural school problems are distinguished by a high degree of local participation. The cases–chosen to provide good examples of particular strategies and also to represent the diversity that characterizes rural America–cover centrally designed, heavily funded programs as well as small-scale, locally initiated efforts in such areas as teacher training, the introduction of new curricula, and community participation in education decision making and political action. The final chapters analyze the case studies in practical terms and recommend policy and practice for future rural school improvement.

This volume focuses on innovative school-university-community collaborations that are being implemented in rural places in the United States. A foundational belief that underpins the contributions to this volume is that rural communities contain within themselves the resources to promote and sustain vibrant educational endeavors. This belief has inspired a wealth of innovations that collectively offer a countervailing perspective to the view that global competitiveness is the preeminent goal of education, and that this goal is best served by “big education.” Since early last century, there has been a pervasive implicit, and sometimes explicit, assumption that rural places are bereft of the ability to educate children effectively. As repeatedly witnessed in this volume, in collaboration with universities, schools in rural places and the communities that both sustain and rely on them can appropriately configure the educational environment to optimally nurture the intellectual growth of children. The chapters in this volume are grouped into three parts that explore, in turn, the design features of innovative school-universitycommunity collaborations, some novel approaches to such collaborations, and the contours of parental and community involvement in such collaborations. Chapters discuss both larger scale collaborations that involve many school districts across wide -spread regions, and smaller scale collaborations that involve intensive engagements among the educators and members of smaller communities, and offer theoretical insights into the collaborative process itself. As mentioned above, two narrative threads run through the chapters: that effective collaborations address goals and aspirations expressed by those who are privileged to live in rural America, and that effective collaborations are oriented to building on the strengths inherent in the social fabric of those rural communities.

The impetus behind this volume stems from reflections on commemorations of the historic Brown v. Board of Education decision. Brown turned 60 in May of 2014, and many special issues of peer?reviewed journals were dedicated to that anniversary. Unlike most special issues and volumes, we sought to highlight a smaller part of Brown, though no less significant. More specifically, we thought to develop a volume that focused on rural education in the aftermath of the decision. Most of the education policy and education reform literature caters to urban and suburban contexts, and very few academic books and journal articles—with the exception of research conducted by Craig, Amy, and Caitlin Howley and the Journal for Research on Rural Education—focus on rural education in the US. Thus, we wanted this volume to focus on the politics of educational opportunity in rural contexts. There is a paucity of rigorous research that examines how education policy affects the conditions of rural education. More specifically, research is scarce in examining the ways in which students in rural schools and districts have access to educational opportunities, although approximately one?third of all public schools are located in rural areas (Ayers, 2011). Educational opportunity in rural districts has been plagued by geographic isolation, loss of economic bases, and lack of capital (both financial and political) to voice the need for resources. To be clear, this volume does not present chapters that detail educational opportunity in rural districts and schools from a deficit perspective. Instead, chapters in this volume offer insight into both micro? and macro?level policies and practices that shape educational opportunities for students in rural schools and districts. As such, chapters in this volume investigate the “now” of educational opportunity for rural students and makes recommendations and suggestions for “later”. Given that, we are reminded of James Coleman’s (1975) thesis, “Education is a means to an end, and equal opportunity refers to later in life rather than the educational process itself” (p.28). This book will be organized into two distinct sections. The first section, comprised of chapters that examine educational opportunity in rural districts from a micro?level perspective, is devoted to chapters that broadly examine the implications of state and federal policy on educational opportunity in rural schools and districts. The second section, which includes case studies of rural districts in the American South, Appalachia, and the Northeast, takes a macro?level approach to examining educational opportunity in rural districts. Combined, chapters throughout the book provide readers with both an overview and a specific snapshot of educational opportunity in rural schools. Given the breadth and scope of chapters included in this volume, we believe the book adds tremendously to the education policy literature, as this vantage point has rarely been included in larger education policy discussions.

It is now widely recognized that small schools are more productive and effective than larger schools. Yet, public officials and professional educators in many rural areas continue to believe that small schools are inefficient and ineffective, a way of thinking reflected in closed schools, angry residents, and long bus rides for students. About a quarter of U.S. high schools remain small (with fewer than 400 students in grades 9-12). Part research report and part handbook for action, this book discusses the general status of small rural high schools, takes a closer look at four small high schools that are flourishing despite being located in communities of very modest means, and offers guidance to administrators and policymakers who would like to keep their small high schools but must grapple with numerous problems. Chapter 1-3 examine the literature on small schools with particular relevance to rural areas, discuss strategies for sustaining small rural high schools, and describe the case-study methods. Chapters 4-7 present case studies conducted in 1997-98 in Oneida High School (Oneida, TN); Wahluke High School (Mattawa, WA); Thrasher K-12 School (Booneville, MS); and Fourche Valley School (Briggsville, AR). These chapters consider the character of the schools (how they are different); connect findings to perspectives on rural communities, social capital, and school leadership; and reflect on the importance of articulating rural priorities for rural schools. Chapter 8 compares and contrasts the case-study schools.
