Challenging one-eyed technology-focused accounts of renewables policy, this book provides a ground-breaking, deep-diving and genre-crossing longitudinal study of policy development. The book develops a multi-field explanatory approach, capturing inter-relationships between actors often analyzed in isolation. It provides empirically rich and systematically conducted comparative case studies on the political dynamics of the ongoing energy transition in six European countries. While France, Germany, Poland and the United Kingdom opted for ‘technology-specific’ renewables support mixes, Norway and Sweden embarked on ‘technology-neutral’ support mixes. Differences between the two groups result from variations in domestic political and organizational fields, but developments over time in the European environment also spurred variation. These findings challenge more simplistic and static accounts of Europeanization. This volume will be of key interest to scholars and students of energy transitions, comparative climate politics, policy theory, Europeanization, European integration and comparative European politics more broadly, as well practitioners with an interest in renewable energy and climate transition. This book examines the coordination of renewable energy policies in the European Union using an innovative theoretical approach to explain national policy making. David Jacobs asks, why are national support instruments for electricity from renewable energy sources converging, even though the harmonisation of these frameworks at the European level has failed? Which causal mechanisms lead to cross-national policy similarities? And what are the implications for policy coordination in the EU? The author traces the evolution of feed-in tariffs - the most successful and most widely used support mechanism for renewable electricity - in Germany, Spain and France. He reveals increasing cross-national policy similarities in feed-in tariff design - despite the failure of harmonizing instruments at the European level. He explains these increasing policy similarities by applying policy convergence theory. Policy convergence can occur voluntarily, based on transnational communication, regulatory competition and technological innovations and these findings have important implications for European policy steering. The key to this book is the interrelation of an innovative theoretical concept (coordination of policies in the international arena via voluntary cooperation) with a very topical empirical research focus - the promotion of renewable energies in the EU. Energy transition is a complex global problem, with governance and policies cutting across multiple legal silos including human rights, environment, international economics, finance, energy, law of the sea, and transnational commerce. As of yet, there is no comprehensive treatment of the legal principles governing energy transition as a whole. There is growing interest in international coordination over climate mitigation policy. Climate clubs or international carbon price floors could complement the Paris Agreement by helping to deliver the near-term cuts in global greenhouse gas emissions needed to contain global warming to 1.5 to 2oC. To ensure inclusivity, these arrangements need to account for varying mitigation policies across countries, including carbon pricing, fuel taxes, subsidy reform, and non-pricing approaches like regulations. A transparent methodology is needed to compare and monitor mitigation effort by countries implementing diverse policy packages. This paper presents and illustrates a methodology for converting climate mitigation policies and targets into their carbon price equivalents and applies it to the Group of Twenty (G20) countries.

Master's Thesis from the year 2021 in the subject Politics - Environmental Policy, grade: 1,3, Ruhr-University of Bochum (Fakultät für Sozialwissenschaft), language: English, abstract: For this Master’s thesis and the corresponding research question specifically, the nexus between the EU’s ambitions regarding climate change and the subsequent negotiations between its member states, serves as a starting point for the inquiry and analysis at hand. Germany’s and Poland’s coal dominated energy sectors seem to have played a major role in the outcome of the negotiations for the EU’s climate neutrality plan by 2050. That's why the analysis will focus on the debate about the coal-phase out in both Germany and Poland. The first chapter will provide an overview of the literature and the state of research regarding the coal phase-out in Germany and Poland. In the second chapter, the analytical framework will be presented in greater detail. This presentation of the analytical framework includes the introduction and description of the societal approach’s core assumptions and variables. Moreover, a brief outline of other domestic politics theories and the literature the societal approach is based on will be incorporated. The second chapter will further include the development of hypotheses that will be tested empirically in the subsequent case study. Following this, the third chapter will outline the research method and the operationalisation of the variables to be investigated. Further, this chapter will provide an explanation of the time frame of the study and the rationale for the selection of source material. The fourth chapter will consist of the actual comparative case study. This study will be divided into the German and the Polish case respectively. Each case’s examination will follow the same structure and will be comprised of three major sections. In the first section, an introduction to each case will provide general information about the state of affairs regarding coal energy on the domestic level and the government’s position on the matter. The following sections of each case study will be comprised of subchapters dedicated to the analysis of the societal approach’s three independent variables. The fifth and final chapter of this Master's thesis will take up and discuss the findings from the two case studies. The fifth and final chapter of this Master's thesis consists of a discussion of the research results. In this chapter, the findings from the empirical study are linked to the previously theorised assumptions.
