Over the past two decades, there has been a considerable increase in the number of tools to generate, analyse and use data and evidence, to support discussion and decision-making by national TB programmes (NTPs). Increasingly, countries are developing more robust national surveillance systems; implementing multiple health surveys; and using data analysis and visualization tools in policy, planning, programming and investment decisions. However, as more data are generated and data analysis tools evolve and increase in number, it can be challenging to understand how, why and when these tools should be implemented. The document summarizes information about the key tools related to data and evidence that are available for use in tuberculosis (TB) planning and programming, and how they can be applied. The tools that are profiled are described in terms of how they fit within the People-centred framework for TB programme planning and prioritization. It can also be used independently to inform decisions taken by NTPs about the implementation of the tools included in this document. Together with the people-centred framework, this compendium aims to enable better use of data and evidence for TB programme planning at both the national and subnational levels. It is designed to help NTPs and their national stakeholders to understand how and when different data and evidence-related tools could be used.

A national strategic plan (NSP) for TB is a key document that guides national authorities and stakeholders on how to comprehensively address the TB epidemic through interventions within the health and across other sectors. The NSP translates global, regional and national commitments into national and subnational targets and activities to be implemented to achieve these targets, and provides the basis for mobilizing domestic and external resources for the TB response. It outlines the overall goal(s), strategies and priority interventions, and provides guidance on how these are coordinated across sectors. This guidance is intended for use in developing standalone TB strategic plans, or TB interventions as part of multidisease or health sector plans. It describes key considerations and steps for strategic planning for TB in line with the World Health Organization’s End TB strategy, and the proposed structure of the NSP. The target audience of this publication are all stakeholders involved in national strategic planning for TB (e.g., ministry of health, other government ministries, private sector, civil society, affected communities, academic and research institutions, and technical and funding partners). The current document is an update to the 2015 Toolkit to develop a national strategic plan for TB prevention, care and control. It was developed to better align with global commitments and latest developments in TB and in public health, and builds on lessons learned from using the 2015 toolkit.

National TB prevalence surveys are a key tool used by WHO to estimate the burden of TB disease in a country. Repeat surveys allow for the assessment of trends, and of the impact of interventions to reduce the burden of disease; thus helping to track progress towards the milestones and targets for reductions in TB incidence set in the WHO End TB Strategy. Between 2007 and 2024, a total of 36 surveys in 32 countries were implemented using the screening and diagnostic methods recommended by WHO. These surveys were guided by two WHO publications, first in 2007 and then in 2011. Since then, major technological developments have occurred, and important lessons have been learned from surveys implemented. This new edition is intended to support the design, implementation, analysis and reporting of national TB prevalence surveys in the period up to about 2030. It includes: - major revisions to the diagnostic algorithms that are recommended for use in national TB prevalence surveys, and in turn the case definitions used to count the number of survey participants who have TB disease; - updated guidance on sampling design and the analysis and reporting of data, based on the new diagnostic algorithms and case definitions; - updated and considerably expanded guidance on data management; - updated guidance on chest radiography, clinical management, survey management and field operations; and - new chapters on testing for HIV and comorbidities, survey monitoring, comparisons with previous surveys, reporting and dissemination of survey results, and use of survey data.
