Focuses on the job search experiences of new Federal employees who were hired competitively through the delegated examining units (DEUs) of the various Federal departments and agencies. Delegated examining is a process by which agencies rate and rank external candidates for competitive service positions. This report is based on a survey of new hires. As viewed through the eyes of the job applicants who were hired, it appears that DEUs generally manage most parts of the competitive examining process well. However, the respondents also indicated there was a need for improved customer service by DEUs. The report concludes with suggestions for improvements. Charts and tables.

This report discusses the job search experiences of new employees who were hired competitively through the delegated examining units (DEU's) of the various Federal departments and agencies. The report is based on a survey of new hires, which was conducted in early 1999. As viewed through the eyes of those who were hired, it appears that DEU's generally manage most parts of the competitive examining process well. For example, most survey respondents agreed that the process of applying for Federal jobs was relatively easy. However, respondents also indicated there was a need for improved customer service by DEU's. Many respondents reported that during their job searches, they seldom received timely feedback, and sometimes no feedback at all, concerning the status of their application. The report concludes with suggestions for improvements.

Section 832 of the Floyd D. Spence National Defense Authorization Act of 2001 (the Act) required that I, as Comptroller General of the United States, "convene a panel of experts to study the policies and procedures governing the transfer of commercial activities for the Federal Government from Government personnel to a Federal contractor ..." In accordance with the Act, I am pleased to transmit to Congress the report of the Commercial Activities Panel (the Panel) convened to satisfy this statutory requirement. Given the importance of this issue, I elected to chair this Panel and ensured that it was comprised of highly qualified and empowered representatives from the groups specified in the Act and other knowledgeable individuals. A diverse group of high-level members were selected as panelists in order to broaden the scope and enhance the quality of our deliberations, while increasing our chances of success.
