As the costs of a preemptive foreign policy in Iraq have become clear, strategies such as containment and deterrence have been gaining currency among policy makers. This comprehensive book offers an agenda for the contemporary practice of deterrence—especially as it applies to nuclear weapons—in an increasingly heterogeneous global and political setting. Moving beyond the precepts of traditional deterrence theory, this groundbreaking volume offers insights for the use of deterrence in the modern world, where policy makers may encounter irrational actors, failed states, religious zeal, ambiguous power relationships, and other situations where the traditional rules of statecraft do not apply. A distinguished group of contributors here examines issues such as deterrence among the Great Powers; the problems of regional and nonstate actors; and actors armed with chemical, biological, and nuclear weapons. Complex Deterrence will be a valuable resource for anyone facing the considerable challenge of fostering security and peace in the twenty-first century.

During the Cold War, deterrence theory was the cornerstone of U.S. foreign policy. Following the 9/11 terrorist attacks, however, popular wisdom dictated that terrorist organizations and radical fanatics could not be deterred—and governments shifted their attention to combating terrorism rather than deterring it. This book challenges that prevailing assumption and offers insight as to when and where terrorism can be deterred. It first identifies how and where theories of deterrence apply to counterterrorism, highlighting how traditional and less-traditional notions of deterrence can be applied to evolving terrorist threats. It then applies these theoretical propositions to real-world threats to establish the role deterrence has within a dynamic counterterrorism strategy—and to identify how metrics can be created for measuring the success of terrorism deterrence strategies. In sum, it provides a foundation for developing effective counterterrorism policies to help states contain or curtail the terrorism challenges they face.

Are NATO’s mutual security commitments strong enough today to deter all adversaries? Is the nuclear umbrella as credible as it was during the Cold War? Backed by the full range of US and allied military capabilities, NATO’s mutual defense treaty has been enormously successful, but today’s commitments are strained by military budget cuts and antinuclear sentiment. The United States has also shifted its focus away from European security during the wars in Afghanistan and Iraq and more recently with the Asia rebalance. Will a resurgent Russia change this? The Future of Extended Deterrence brings together experts and scholars from the policy and academic worlds to provide a theoretically rich and detailed analysis of post–Cold War nuclear weapons policy, nuclear deterrence, alliance commitments, nonproliferation, and missile defense in NATO but with implications far beyond. The contributors analyze not only American policy and ideas but also the ways NATO members interpret their own continued political and strategic role in the alliance. In-depth and multifaceted, The Future of Extended Deterrence is an essential resource for policy practitioners and scholars of nuclear deterrence, arms control, missile defense, and the NATO alliance.

As an important aspect of human polity, the concept of security has an important place and space in politics. Though regularly mentioned or referred, the concept is rarely given a proper definition, usually left in the shadows of politics and policymaking and usually referred as a cause to an effect. Within the framework of this book, classic, modern and post-modern security issues are analyzed, while also focusing on the classical and diverse conceptual dimensions of security, current problems are also evaluated, especially in the axis of post-modern security studies. In security studies, a distinction is usually made between classical and post-modern approaches, but in this study, both are considered together. One of the important features of this work is that it offers a perspective from Turkish experts on the concept of security in international relations.

This handbook provides a comprehensive analysis of the contemporary theory, practice and themes in the study of national security. Part 1: Theories examines how national security has been conceptualised and formulated within the disciplines international relations, security studies and public policy. Part 2: Actors shifts the focus of the volume from these disciplinary concerns to consideration of how core actors in international affairs have conceptualised and practiced national security over time. Part 3: Issues then provides in-depth analysis of how individual security issues have been incorporated into prevailing scholarly and policy paradigms on national security. While security now seems an all-encompassing phenomenon, one general proposition still holds: national interests and the nation-state remain central to unlocking security puzzles. As normative values intersect with raw power; as new threats meet old ones; and as new actors challenge established elites, making sense out of the complex milieu of security theories, actors, and issues is a crucial task - and is the main accomplishment of this book.

It is in and through practices - deeds that embody shared intersubjective knowledge - that social life is organized, that subjectivities are constituted and that history unfolds. One can think of dozens of different practices (from balancing, to banking or networking) which constitute the social fabric of world politics. This book brings together leading scholars in fields from international law and humanitarianism to nuclear deterrence and the UN to provide effective new tools to understand a range of pressing issues of the era of globalization. As an entry point to the study of world politics, the concept of practice accommodates a variety of perspectives in a coherent yet flexible fashion and opens the door to much needed interdisciplinary research in international relations. International Practices crystallizes the authors' past research on international practices into a common effort to turn the study of practice into a novel research program in international relations.
