Constructing Global Enemies asks how and why specific interpretations of international terrorism and drug abuse have become hegemonic at the global level. The book analyses the international discourses on terrorism and drug prohibition and compares efforts to counter both, not only from a contemporary but also from a historical perspective. Utilising poststructuralist theory of the relationship between hegemony and identity, Herschinger argues that hegemony is much more than just the dominance of a single country in international life; rather it is the emergence of a hegemonic order that can best be understood as the production of a new collective identity. Offering an in-depth discussion of the methodology of discourse analysis, the book explores how such hegemonies emerge and persist in the field of security. Piratical attacks have become more frequent, violent, costly and increasingly threaten to undermine order in the international system. Much attention has focused on Somalia, but piracy is a problem worldwide. Recent coordination efforts among states in South East Asia appear to have helped in the area, but elsewhere piracy has expanded. Interestingly, international law has long recognized piracy as a crime and provided tools for universal suppression, yet piracy persists. In this book, a handpicked group of leading experts in the field of International Relations use maritime piracy as a means to expose the incongruities in our understanding of global governance. Using broadly constructivist approaches to understand international actors’ responses to the challenges created by maritime piracy, the contributors question a number of myths and misconceptions around piracy and analyze the various ways that international law and organizations channel actors’ understandings of maritime piracy and their efforts to respond to it. In doing so, they expose some shaky foundations for IR theorists: how do we conceive of governance and legitimacy when they are delinked from the territorial aspect of the modern nation-state? What happens to prospects for cooperation when we get to the nitty-gritty questions of practice related to paying for trials, imprisoning and maintaining captured pirates, bearing the burden of policing sea-lanes, or even determining what constitutes a pirate? Does anyone have a monopoly on the legitimate use of force at sea, and how is that legitimacy constructed? Why do international actors provide global public goods when they could free-ride on the production of others? Constructing Global Public Goods examines this question by understanding the identities and preferences of the actors. Most rational choice models of public goods explain the public goods decision by examining the strategic interactions among the actors. They generally avoid the question of how utilities and preferences are formed. Constructing Global Public Goods brings a constructivist approach to the study of public goods by recognizing that the actors’ utilities and preferences are socially constructed from the identities the actors take on in the choice situation. The book develops a formal model that links the interpretation of unobserved utilities to preferences for the public goods outcome. It then applies the model to case studies on global monetary management, collective security, and protecting human rights. Bringing constructivism into the public goods decision allows the analysis to look beyond the limited Prisoner’s Dilemma based model of most rational choice approaches and recognizes that the decision whether or not to produce a global public good is a complex web of social, political and cultural factors.

Given India’s growing power and aspirations in world politics, there has been increasing interest among practitioners and scholars of international relations (IR) in how India views the world. This book offers the first systematic investigation of the world order models in India’s foreign policy discourse. By examining how the signifier ‘world order’ is endowed with meaning in the discourse, it moves beyond Western-centric IR and sheds light on how a state located outside the Western ‘core’ conceptualizes world order. Drawing on poststructuralism and discourse theory, the book proposes a novel analytical framework for studying foreign policy discourses and understanding the changes and continuities in India’s post-cold war foreign policy. It shows that foreign policy and world order have been crucial sites for the (re)production of India’s identity by drawing a political frontier between the Self and a set of Others and placing India into a system of differences that constitutes ‘what India is’. Critical Security Methods offers a new approach to research methods in critical security studies. It argues that methods are not simply tools to bridge the gap between security theory and security practice. Rather, to practise methods critically means engaging in a more free and experimental interplay between theory, methods and practice. This recognises that the security practices we research are often methods in their own right, as forms of surveillance, data mining, visualisation, and so on, and that our own research methods are themselves practices that intervene and interfere in those sites of security and insecurity. Against the familiar methdological language of rigour, detachment and procedural consistency, Critical Security Methods reclaims the idea of method as experiment.
