As reformas financeiras introduzidas pelo recente pacote autárquico inspirado pelo Memorando da Troika são o tema central deste livro. São inúmeras as suas implicações para os autarcas, para os gestores de empresas locais e para a sua prestação de contas ao Tribunal de Contas e para o exercício de funções de controlo externo e independente. Os objetivos subjacentes eram corretos, face às vinculações externas das finanças públicas locais e ao Sistema Europeu de Contas Nacionais e Regionais. As soluções jurídicas, orçamentais, contabilísticas e de boa governança alcançadas deixam muito a desejar. É imperiosa a disciplina na elaboração e execução dos orçamentos autárquicos. É necessário equilíbrio orçamental efetivo compatível com a regra de ouro quer no momento da elaboração dos orçamentos locais, quer na sua execução. É preciso não confundir as regras orçamentais do setor público administrativo local, com o regime dos instrumentos de gestão previsional das empresas locais, das fundações locais, das associações de direito privado ou das cooperativas. A consolidação orçamental, a consolidação de dívida total e a consolidação de contas dos grupos municipais carecem de precisões e melhorias no plano legislativo e de harmonização contabilística que permitam operacionalizar essas consolidações, viabilizar uma a prestação de contas consolidadas e aferir os padrões de referência da dívida total e precisar o que se entende por operações orçamentais e receitas quando estamos a falar de dívida total consolidada e abranger entidades que integram o perímetro de consolidação dos grupos autárquicos e que não sejam autarquias locais. É também fundamental que a Comissão de Normalização Contabilística e a administração central desempenhem uma atuação de apoio às autarquias, através da emissão de orientações técnicas e contabilísticas que assegurem a contabilização entre o POCAL e o SNC e da elaboração de manuais-tipo que viabilizem a consolidação de contas dos grupos municipais.(...)
