In its modern history, Africa has experienced different waves of constitutional ordering. The latest democratisation wave, which began in the 1990s, has set the stage over the past decade for what is now a hotly debated issue: do recent, new, or fundamentally revised constitutions truly reflect an African constitutional identity? Thoughtfully navigating a contested field, this volume brings to the fore a number of foundational questions about African constitutionalism. Constitutional Identity and Constitutionalism in Africa asks whether the concept of constitutional identity clarifies our understanding of constitutional change in Africa, including an exploration of the relationship between constitutional identity and a country's unique culture(s) and histories. Building on this, contributions examine the persistent role of colonial heritages in shaping constitutional identity in post-Independence African nations, and the question of path-dependency. Given the enduring influence of the colonial experience, the volume asks how, why, and to what end African constitutions must be 'decolonised' to form an authentic constitutional identity. Remembering the Liberation Struggles in Cape Verde: A Mnemohistory takes as its reference from the anti-colonial struggles against the Portuguese colonial empire in Africa in the 1960s and 1970s and the ways this period has been publicly remembered. Drawing on original and detailed empirical research, it presents novel insights into the complex entanglements between colonial pasts and political memories of anti-colonialism in shaping new nations arising out of liberation struggles. Broadening postcolonial memory studies by emphasising underdeveloped research cases, it provides the first comprehensive research into how the liberation struggle is memorialised in Cape Verde and why it changes over time. Proposing an innovative approach to thinking about this historical event as a political subject, the book argues that the "struggle" constitutes a mnemonic device mobilised while negotiating contemporaneous representations related to the Cape Verdean nation, state and society. Partindo do pressuposto que a emigração cabo-verdiana para a (e na) Europa é um tipo de fluxo migratório que não tem merecido a atenção devida, o presente estudo visa colmatar essa lacuna, tomando por referência os seguintes objectivos: 1) Inserir os fluxos migratórios cabo-verdianos para a Europa (e no interior desta) num contexto económico caracterizado pelos processos de globalização, transnacionalização e/ou mundialização dos sectores produtivos, conducentes, por exemplo, à deslocalização e relocalização industrial potenciada pelo desenvolvimento dos meios de transporte e das infraestruturas comunicacionais. Estes processos são os principais responsáveis por uma nova divisão internacional do trabalho, cuja procura sobre a procura de forças de trabalho de países terceiros por parte dos países da União Europeia importa analisar com mais atenção. A oferta de trabalho (visível ou invisível) seria, neste caso, uma força de atracção significativa para os imigrantes. 2) Proceder a um estudo aprofundado dos recentes movimentos migratórios cabo-verdianos procurando determinar as suas características diferenciadoras em relação à emigração caboverdiana em geral e, em particular, à emigração para a Europa nas décadas precedentes. 3) Analisar os processos de atracção e de inserção dos cabo-verdianos nos mercados laborais locais de três diferentes tipos de metrópoles europeias: Lisboa, Milão e Roterdão. 4) Compreender o funcionamento das “redes” formais e/ou informais que permitem a indivíduos imigrantes recém chegados, não especializados e de baixa escolarização, competirem com indivíduos nacionais, mais especializados e melhor conhecedores dos mercados locais de trabalho dos espaços em análise. 5) Perceber se existe uma modificação no modo de configuração ou estruturação dos diferentes nódulos da rede migratória cabo-verdiana que permita antecipar a formação de uma comunidade (à escala transnacional) de migrantes ou seus descendentes.

O conteúdo desta obra circula à volta da temática da emigração, mas sem deixar de abrir espaço, aqui e além, para a abordagem de questões atinentes à cultura, ao desporto e outros assuntos candentes da vida cabo-verdiana. Dir-se-á que tinha de ser assim porque o fenómeno da emigração aglutina tudo o que substancializa a existência de um povo. Com efeito, o homem cabo-verdiano emigra mas leva com ele o seu imaginário e o seu património cultural e, embora dotado de aptidão natural para se integrar e conviver pacífica e harmoniosamente com os povos estrangeiros que o acolhem, ele jamais deixa de ser o que é, nunca perde os liames da sua vincada consciência identitária. Embora capaz de assimilar facilmente uma cosmovisão que o habilita a enriquecer o seu espírito e a superar as suas limitações, o cabo-verdiano jamais perde a bússola da sua própria geografia mesmo que milhares de léguas o separem das suas ilhas. Luiz Andrade Silva é autor, mas é simultaneamente personagem activo das vivências e factos que relata, analisa e critica, com o peso e a medida que lhe conferem a sua vasta experiência de vida e o apetrechamento cultural que aperfeiçou precisamente no país que o acolheu como emigrante – a França. Ao emigrar para a França em 1968, Luiz Andrade Silva seguiu o mesmo itinerário para Pasárgada que outros percorreram antes dele. Mas fê-lo imbuído e cônscio das referências sociológicas com que Baltasar Lopes da Silva reinterpretou a alegoria poética do brasileiro Manuel Bandeira. Na verdade, Luiz Andrade Silva foi para a «terra longe» não para se evadir lunaticamente em busca de uma felicidade fictícia, mas para ali instalar o proscénio de uma luta tenaz a favor das comunidades emigrantes, em particular, e dos seus irmãos cabo-verdianos, em geral. Se os políticos nem sempre, ou raras vezes, afinam o diapasão da sua agenda com as muitas e válidas propostas e sugestões de Luiz Andrade Silva, a verdade é que em momento algum ele afrouxa o seu ânimo e motivação para continuar a dar o melhor de si por Cabo Verde e pelo seu povo.
