In gaining an instrumental part, becoming a fashion, the victimhood theme has drawn attention to its fascinatory and manipulative aspects, and has asked for a critical reconsideration. This volume makes note of an attempt to sustain a conversation about changes in the ways the processes of victimization are written out and comprehended. The contributors aim to expose some recent instances and modalities of cultural and political constructions of victimhood in various parts of the world. Our concern with the overlapping areas of victimhood and rhetoric points to the ambiguous manner in which language and images thread their way into the critical discourses of today, and even devise a vicious reversal of the victimized/victimizer positions. Although we ask: can the victim’s real ever be fully represented?, we keep holding on the simple assurance that only an attempt at representation of the real in an actual performance can bring us closer to the victimizing event, make us grasp its other contested constructions and foresee the materiality of the effects of its linguistic implications. We try to suggest a comparative approach that would link different experiences of victimization, possibly enabling a cognitive exchange, and emphasize the necessity of raising the writers’ and readers’ awareness of the narrative consequences of victimizing processes and the policies following on from them.

Public administration in Canada needs to change. A handful of scholars across Canada have been sounding the alarm for years but to no avail. Talented young bureaucrats have been joining the public service with fresh ideas capable of creating real change, but the black hole consumes all. In The Black Hole of Public Administration, experienced public servant Ruth Hubbard and public administration iconoclast Gilles Paquet sound a wake-up call to the federal public service. They lament the lack of “serious play” going on in Canada’s public administration today and map some possible escape plans. They look to a more participatory governance model – “open source” governing or “small g” governance – as a way to liberate our public service from antiquated styles and systems of governing. In Crippling Epistemologies and Governance Failures, Gilles Paquet criticizes the prevailing practices of the social sciences on the basis of their inadequate concepts of knowledge, evidence and inquiry, concepts he claims have become methodological “mental prisons”. Paquet describes the prevailing policy development process in Canada in terms of its weak information infrastructure, poor accountability, and inflexible organization design. In contrast, he suggests that social science and public policy should promote forms of “serious play” that would allow organizations to experiment with new structures. Paquet engages with numerous foundationalist programs in the social sciences in order to show their inadequacy and suggests important and unexplored directions in policy areas as diverse as education, science, health, intergovernmental and foreign policy. Understanding both leadership and change have been recurrent and popular themes within the business, management and organization studies literature. However, our understanding of leadership and organizational change in combination is far more limited. The Leadership of Organizational Change offers a critical review of the evolution of leadership and organizational change for the past thirty-five years, taking stock of what we know, identifying what we do not know, and establishing how the study of the leadership of change should advance. In the late seventies and early eighties, as interest in managing and leading change was fuelled by the competitive threat of Asia in general and Japan in particular as perceived by western businesses and governments, Burns (1978) writing in his landmark book Leadership at this time, referred to an intellectual crisis: "The crisis of leadership today is the mediocrity or irresponsibility of so many of the men and women in power, but leadership rarely rises to the full need for it. The fundamental crisis underlying mediocrity is intellectual. If we know all too much about our leaders, we know far too little about leadership." While the study of managing change has benefitted from sustained critical scrutiny, particularly in the last decade, it is believed that this is to have been at the expense of critical scrutiny of leading change. The Leadership of Organizational Change critically reviews how the study of leading change has advanced since 1978 and the crisis of intellectual mediocrity.
