Developing country governments and international donors are taking notice of diasporas' potential contributions to economic development. Attention has primarily focused on the impressive totals of economic remittances, whose global estimates now outpace official development assistance. Three case studies of diaspora knowledge exchange/transfer: Afghanistan, People's Republic of China and the Philippines provide empirical and anecdotal data relating to: (a) knowledge exchange/transfer; (b) its potential relationship to economic remittances; (c) diaspora motivations; and (d) home country policies and programs. The potential for diaspora knowledge exchange suggests greater opportunities for gain than may be currently recognized and realized.

The worldwide race to attract talents is getting tougher. The US has been leading the race, with its ability to attract PhD candidates and graduates not only from emerging countries, but also from the European Union. However, a growing number of countries have adopted immigration policies specifically aimed at selecting and attracting skilled workers. This book describes the global competition to attract talents. It focuses in particular on two phenomena: the brain gain and brain drain associated with high-skilled migration. Part I provides an overview of immigration policies designed to draw in skilled workers. It describes the economic gains associated with skilled immigration in the destination countries and the main determinants of the inflows of skilled immigrants (such as wage premia on education and R&D spending). It also discusses why skill-selective immigration policies do not find more support in receiving countries and shows that interest groups are actively engaged in affecting policies towards skilled migrants. Part II examines the consequences of brain drain for the sending countries. It reviews the channels through which skilled emigration can affect the source countries and looks at remittances, return migration, diaspora externalities, and network effects that may compensate the sending countries for their loss of human capital. Contrary to traditional wisdom, the results indicate that most developing countries experience a net gain from skilled emigration.

To seek asylum, people often have to cross borders undocumented, embarking on perilous trajectories. Due to the war in Afghanistan, the rule of the Taliban, and severe human rights violations, over the past decades thousands of people have risked their lives to seek safety. By what means do they make these journeys, especially when they lack money and passports? Over the course of three years, Hannah Pool accompanied a group of Afghan friends and families as they attempted "The Game" - Game zadan: the route to Europe to seek asylum. The resulting ethnography follows them across their entire trajectories: through Iran, Turkey, Greece, and along the so-called Balkan route. In each place, Pool details the economic interactions and social relationships essential for acquiring, saving, borrowing, spending, and exchanging money to facilitate their undocumented migration routes. The Game bridges economic sociology and migration studies to illustrate how migrants decide to trust people to facilitate their movement along these routes, focusing particularly on debt, special monies, bribes, donations, and gift-giving. Throughout the migration trajectory, relationships with family, fellow migrants, smugglers, humanitarian actors, and border control officials shape and are shaped by access to financial resources. Ultimately, the book highlights the dangers in undocumented border-crossing and delves into the core of what it means to flee: Who has the means to escape dangerous conditions to seek asylum?
