Corruption, Party, and Government in Britain, 1702-1713 offers an innovative and original reinterpretation of state formation in eighteenth-century Britain, reconceptualising it as a political and fundamentally partisan process. Focussing on the supply of funds to the army during the War of the Spanish Succession (1702-13), it demonstrates that public officials faced multiple incompatible demands, but that political partisanship helped to prioritise them, and to hammer out settlements that embodied a version of the national interest. These decisions were then transmitted to agents in overseas through a mixture of personal incentives and partisan loyalties which built trust and turned these informal networks into instruments of public policy. However, the process of building trust and supplying funds laid officials and agents open to accusations of embezzlement, fraud and financial misappropriation. In particular, although successive financial officials ran entrepreneurial private financial ventures that enabled the army overseas to avoid dangerous financial shortfalls, they found it necessary to cover the costs and risks by receiving illegal 'gratifications' from the regiments. Reconstructing these transactions in detail, Corruption, Party, and Government in Britain, 1702-1713 demonstrates that these corrupt payments advanced the public service, and thus that 'corruption' was as much a dispute over ends as means. Ultimately, this volume demonstrates that state formation in eighteenth-century Britain was a contested process of interest aggregation, in which common partisan aims helped to negotiate compromises between various irreconcilable public priorities and private interests, within the frameworks provided by formal institutions, and then collaboratively imposed through overlapping and intersecting networks of formal and informal agents.

Trust and Distrust offers the first overview of Britain's history of corruption in office in the pre-modern era, 1600-1850, and as such will appeal not only to historians, but also to political and social scientists. Mark Knights paints a picture of the interaction of the domestic and imperial stories of corruption in office, showing how these stories were intertwined and related. Linking corruption in office to the domestic and imperial state has not been attempted before, and Knights does this by drawing on extensive interdisciplinary sources relating to the East India Company as well as other colonial officials in the Atlantic World and elsewhere in Britain's emerging empire. Both 'corruption' and 'office' were concepts that were in evolution during the period 1600-1850 and underwent very significant but protracted change which this study charts and seeks to explain. On the publication of the first edition of his book, the Most Corrupt British Judges, the Author, a lawyer with over fifty years experience of legal practice, sent copies of it to the Lord Chancellor, and the Commissioner of the Metropolitan Police in London with formal complaints for investigations of the crimes committed by some judges. The office of the Lord Chancellor promised to carry out necessary investigations. When the Author demanded that the investigations comply with the rule of natural justice, or that they treat the complaint as withdrawn, they opted to treat the complaint as withdrawn! On receipt of the complaints, the Commissioner of Metropolitan Police appointed Senior Superintendent Coles, to investigate it. As no investigation took place, the Author made a formal application to the criminal court for a private prosecution of one of the judges, Lord Justice Morrison for the offence of perverting the course of justice. The application was not dealt with by a Magistrate as required by law but by a court clerk who rejected it on the ground that it would create a precedent, where judges would no longer judge without fear. In short, that judges were to be above the law! The author appealed to the High Court which upheld the decision of the clerk and refused to have the case heard on its merit! Though the book was published on the Internet and an affidavit affirming that the accusations in it are true, yet no notice to sue for libel was ever given. Nor was there a criminal prosecution for perjury although at the time, former Minister Jonathan Atkins, and former Chairman of the Conservative Party Lord Jeffrey Archer were prosecuted for perjury in similar circumstances.Failure to prosecute and to sue are admission that the abuse of judicial power complained of took place.

Today, “corruption” generally refers to pursuing personal interests at the expense of one’s responsibilities, the law, or the common good. It calls to mind some official violating their public duty for private gain, suggesting seamy bureaucracies taking payoffs, kickbacks, and bribes. Yet at other times, notions of corruption were rooted in a more expansive view of the causes of people’s behavior and the appropriate ways to regulate conduct. In this understanding, to be “corrupt” meant losing a delicate balance among competing appetites under specific circumstances and in the eyes of peers. Why did a narrower definition of corruption become dominant? Nicholas Hoover Wilson develops a new account of the changing category of corruption by examining the English East India Company and its transformation from a largely commercial enterprise to a militarized offshoot of British empire in the eighteenth and nineteenth centuries. He argues that the modern idea of corruption arose as an unintended consequence of conflicts among company officials and the changing audiences to which they justified themselves in Britain. This new understanding unified an imperial elite at risk of fragmenting into irreconcilable moral worlds and, in the process, helped redefine the boundaries of state, society, and economy.
