Why do states and international relations organisations participate in the 'global war on terrorism'? This book asks this question within a broad framework, exploring the mechanisms and causes for participation in global governance and taking counter terrorism as a pertinent case. Challenging the assumption of egalitarian structures of global governance, the author argues that power relations and the use of power (influence, coercion and force) play a more important role than previously suggested. Providing a critical assessment of the counter terrorism policies of EU, US and ASEAN, the book identifies a number of causes of participation in hegemonic governance, including asymmetric interdependence with the US, open and informal pressure in the case of the EU, and the authority and legitimacy of the leading actors.

This book traces the evolution of the UN Security Council's actions against terrorism and extremism. The work examines the progression of the UN Security Council's fight against international terrorism and its development of practices to prevent radicalisation and extremism. It also looks at the consequences of these processes and how they have deeply moulded global counter-terrorism. The book looks at the discursive construction of a global threat and tracks how this construction evolved in relation to the Council's establishment of legal practices and bodies, and by its Members' discourses. It argues that the very specific definition the Council provided on international terrorism in the 2000s is profoundly shaped by global hegemonies, relations of power shaping the international community, and its own identity. To demonstrate this, it offers a long genealogical perspective of the structure of the UN since the 1930s and then focuses specifically on the developments taking place in the 2000s. The book thus looks at the Security Council's fight against international terrorism as a global, globalised, and globalising enterprise. This new book provides a framework for understanding the international relations of armed groups, including terrorist organizations, insurgencies and warlords, which play an increasingly important role in the international system. Specifically, the book argues that such groups can be understood as taking part in the balance of power with states and other armed groups, as they are empirically sovereign non-state actors that are motivated by the pursuit of power and exist as part of an anarchic, self-help system. This radically new approach offers a renewed conceptualization of Neorealism, and provides new insights into debates about sovereignty, non-state actors, new wars, counterterrorism, and counterinsurgency. The approach is illustrated through case studies on Somali warlords, the security complex between the Lord’s Resistance Army (LRA), Sudanese People’s Liberation Army (SPLA), Sudan and Uganda, as well as Al Qaeda. The book provides insights into such issues as how non-state actors can be integrated into structural theories of international relations, and also offers pragmatic methodologies for the foreign policy or military practitioner, such as how to best deter terrorists.

In the aftermath of a terrorist attack political stakes are high: legislators fear being seen as lenient or indifferent and often grant the executive broader authorities without thorough debate. The judiciary's role, too, is restricted: constitutional structure and cultural norms narrow the courts' ability to check the executive at all but the margins. The dominant 'Security or Freedom' framework for evaluating counterterrorist law thus fails to capture an important characteristic: increased executive power that shifts the balance between branches of government. This book re-calculates the cost of counterterrorist law to the United Kingdom and the United States, arguing that the damage caused is significantly greater than first appears. Donohue warns that the proliferation of biological and nuclear materials, together with willingness on the part of extremists to sacrifice themselves, may drive each country to take increasingly drastic measures with a resultant shift in the basic structure of both states.
