When World War I brought an end to German colonial rule in Namibia, much of the German population stayed on. The German community, which had managed to deal with colonial administration, faced new challenges when the region became a South African mandate under the League of Nations in 1919. One of these was the issue of Germanness, which ultimately resulted in public conversations and expressions of identity. In Creating Germans Abroad, Daniel Walther examines this discourse and provides striking new insights into the character of the German populace in both Germany and its former colony, Southwest Africa, known today as Namibia. In responding to the perceived threat posed by venereal diseases in Germany’s colonies, doctors took a biopolitical approach that employed medical and bourgeois discourses of modernization, health, productivity, and morality. Their goal was to change the behavior of targeted groups, or at least to isolate infected individuals from the healthy population. However, the Africans, Pacific Islanders, and Asians they administered to were not passive recipients of these strategies. Rather, their behavior strongly influenced the efficacy and nature of these public health measures. While an apparent degree of compliance was achieved, over time physicians increasingly relied on disciplinary measures beyond what was possible in Germany in order to enforce their policies. Ultimately, through their discourses and actions they contributed to the justification for and the maintenance of German colonialism.

This study deals with variation in grammar both from a theoretical and an empirical point of view. In Part I (Chaps. 1-4), an attempt is made to char acterize this phenomenon within the broader context of what might be called the "fluctuating character of natu'ral language", and to develop suitable and precise descriptive techniques that account for it. The method which is pro posed here is called "variety grammar" - roughly speaking, this is a formal grammar with probabilistic weighting for an ordered set of varieties, such as dialects, sociolects, registers, or developmental stages. In Part II (Chaps. 5-8), this technique is applied to an important area of grammatical variation - to the process of second language acquisition in social context, based on a large investigation of the language behavior of foreign migrant workers acquiring German through everyday contacts. We have tried to characterize their "developing grammars" and to relate this complex developmental process to social and individual factors that determine it.
