This publication showcases initiatives that have been successfully implemented to help youth build resilience in the agrifood system, despite the severe consequences of climate change and formidable social and economic challenges. It aims to inspire potential policies and programmes by portraying key needs, challenges and initiatives, as well as lessons learned and opportunities for helping to improve the resilience of livelihoods for youth in small-scale food production. The aim is to draw recommendations from these initiatives, building on the Koronivia Joint work on Agriculture (KJWA) – a landmark decision under the United Nations Framework Convention on Climate Change (UNFCCC) that recognizes the unique potential of agriculture in tackling climate change.

Due to the urgent need to protect communities, ecosystems, and economies from the impacts of a changing climate, adaptation is becoming increasingly relevant. Climate change is already a significant stressor on most global and local value chains and threatens food security. This makes timely implementation of sustainable adaptation actions that catalyse agrifood system resilience indispensable for working towards better nutrition, better environments and better production, leaving no one behind. Recognizing the important role adaptation plays for agrifood systems, and its prominence in the Paris Agreement, the paper presents and reflects on FAO’s repertoire of different adaptation actions and solutions. Complementing the conclusion of the Global Stocktake at COP28, it comprehensively summarizes FAO’s efforts to boost progress in global adaptation actions. The paper (a) emphasizes the importance of bringing agrifood systems into the global adaptation agenda and policy landscape; (b) creates a cross-sectoral portfolio of FAO adaptation solutions covering multiple scales and approaches; (c) gives an insight into FAO's work with partners and Members and presents relevant networks and collaborations. Laying out FAO’s guiding principles according to the FAO Strategy on Climate Change 2022–2031, it underscores FAO’s efforts for transformative action in agrifood systems and demonstrates FAO's people-centered approach to climate change adaptation.

Forest and farm producers’ livelihoods are threatened by a complex risk context, where environmental change is accelerating (climate change, degradation of natural resources) and chronic and episodic stressors and disturbances (poverty, pests, economic shocks) are occurring outside of the range of past experience. Forest and farm producers’ livelihood systems are characterized by small-scale farms and woodlots, direct dependence on natural resources, and smallholder value chains extending over larger landscapes. Building the resilience of these systems and their functions requires i) improving the short- and long-term viability of livelihoods through sustainability, efficiency, and profitability in production and along the value chain; ii) increasing preparedness and the capacity to act in the face of climate change and other stressors and shocks; and iii) stewarding farm ecosystems and aiming for ecological co-benefits in all actions. In addition, participatory and inclusive service landscapes and management processes are considered preconditions for all the above-mentioned domains of resilience, largely defining the long-term impact and overall success of resilience actions.

The Food and Agriculture Organization of the United Nations (FAO) has developed this three-year strategy to strengthen resilience of agriculture-based livelihoods in Nigeria under recurring threats from both conflict and natural hazard-induced disasters to better withstand shocks and thrive. It integrates the pathways for resilience through four main outcome areas. The first one is the strengthening of the national institutions and their entities for disaster risk reduction, natural resources management and food crisis prevention and management in the agriculture sector. Secondly, it aims to inform agriculture-based livelihood interventions with reliable data, analysis and a well-established early warning system against known and emerging risks and hazards, for enhanced food security. Besides, the strategy aims to promote diversified, resilient and inclusive agriculture-based livelihood systems and also to improve and protect food security and nutrition, and agriculture-based livelihoods of crisis-affected populations.

This publication contains the proceedings of the FAO Global Conference on Sustainable Livestock Transformation, which took place at FAO headquarters in Rome on 25-27 September 2023. The objective of the conference was to provide a neutral forum for FAO Members, producers, scientists, development agencies, policymakers, civil society and the private sector to engage in dialogue on innovations and pathways to efficiently produce more nutritious, safe and accessible animal sourced foods with a reduced environmental footprint and to contribute to vibrant local and diversified livestock systems that are more resilient to shocks and disruptions. The proceedings provide a record of the main highlights of the conference, including the opening plenary session where there were addresses by the FAO Director-General, two keynote speakers and nine participants in two high-level ministerial panels; four plenary sessions dedicated respectively to the themes of better production, better nutrition, better environment and better life, with summaries of presentations and facilitated discussions; and a final plenary session including statements from 12 participants in two high-level ministerial segments. This report provides an overview of a study conducted in the NENA region in 2015-2016 in partnership with FAO, CIRAD, CIHEAM-IAMM and six national teams, each of which prepared a national report. In the six countries under review in the NENA region (Egypt, Lebanon, Morocco, Mauritania, Sudan and Tunisia), agriculture is carried out primarily by small-scale family farmers, the majority of whom run the risk of falling into the poverty trap, largely due to the continuous fragmentation of inherited landholdings. As such, the development of small-scale family farming can no longer be based solely on intensifying agriculture, as the farmers are not able to produce sufficient marketable surplus due to the limited size of their landholdings. An approach based strictly on agricultural activity is also insufficient (as small-scale family farms have already diversified their livelihoods with off-farm activities). In fact, developing small-scale farming cannot be achieved by focusing strictly on t he dimension of production.

This study aims to assess the potential for the introduction of agricultural insurance services in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in the Philippines, with a view to fostering smallholders’ resilience against extreme natural events, such as floods, droughts and hurricanes, and promote their capacity to recover from such shocks. The study focuses on analysing and showcasing the opportunities and benefits associated with the introduction of tailored disaster risk insurance protection for small-scale farmers in BARMM; the core roadblocks and constraints that limit the diffusion of such services in the region’s agriculture sector; and options for the implementation of agri-insurance coverage based on different scenarios of collaboration involving public, private and non-profit stakeholders active in the region. The study was conceived as a general reference document and starting point for all types of stakeholders – government authorities, development agencies, financial institutions and non-governmental organizations – interested in designing and promoting agricultural insurance services for vulnerable actors in the Bangsamoro region.

In the current context of climate change, focusing on gender equality in the Small Island Developing States (SIDS) can drive improvements in resilience, food security and nutrition. This document seeks to enrich the knowledge and evidence base on gender, food systems and resilience in the SIDS of the Caribbean, the Pacific, and the Atlantic, Indian Ocean and South China Sea (AIS) region, providing evidence from Barbados, Cabo Verde, Comoros (the), Palau, Saint Lucia, Samoa and Sao Tome and Principe. It focuses specifically on gender-related roles, gender gaps and traditional knowledge in agriculture and natural resource management to better support women’s participation in value chains and the benefits they receive from value chain development. It calls for radical transformations to build resilient livelihoods, overcome gender inequalities and help rural women and men reduce their exposure and vulnerability to climate change and natural disasters. Furthermore, the transformations called for, which focus on gender equity, will increase the resilience of rural livelihoods to unforeseen events, such as the COVID-19 pandemic, particularly in view of the critical role women play in ensuring food security and nutrition.
