In the current context of climate change, focusing on gender equality in the Small Island Developing States (SIDS) can drive improvements in resilience, food security and nutrition. This document seeks to enrich the knowledge and evidence base on gender, food systems and resilience in the SIDS of the Caribbean, the Pacific, and the Atlantic, Indian Ocean and South China Sea (AIS) region, providing evidence from Barbados, Cabo Verde, Comoros (the), Palau, Saint Lucia, Samoa and Sao Tome and Principe. It focuses specifically on gender-related roles, gender gaps and traditional knowledge in agriculture and natural resource management to better support women’s participation in value chains and the benefits they receive from value chain development. It calls for radical transformations to build resilient livelihoods, overcome gender inequalities and help rural women and men reduce their exposure and vulnerability to climate change and natural disasters. Furthermore, the transformations called for, which focus on gender equity, will increase the resilience of rural livelihoods to unforeseen events, such as the COVID-19 pandemic, particularly in view of the critical role women play in ensuring food security and nutrition.

This toolkit aims to help countries in selecting and analysing value chains for opportunities to improve climate change resilience and reduce gender inequalities. It intends to provide policy makers, planners, project developers, technical advisors and implementers at local, regional or national level with good practices of climate-resilient and gender-responsive value chain development. It aims to act as a repository of relevant tools and methodologies for identifying relevant stakeholders and engaging with them to collect data and analyse it to design interventions. Climate change threatens agricultural value chains, and having a gender-responsive value chain approach is useful in analysing the climate risks, as it looks at stages during and beyond production, while using a more systemic approach to risk management.

This work provides a preliminary analysis of the key climate risks affecting agrifood value chains and opportunities for climate services that reach stakeholders involved in all stages of the value chain, from agrifood production to harvest, storage and refrigeration, processing and packaging, transportation, markets, trade and consumption. Climate services provide opportunities to effectively and comprehensively mainstream climate risk management across the entire agrifood value chain, in addition to increasing sustainability and efficiency in the face of changing climate conditions. This report provides significant primary information and recommendations on the development of climate services across the agrifood value chain with a view to systematically enhance sustainable and resilient opportunities. It also provides a basis for further research and investment funding in this area. Its findings could spark follow-up research and public and private investment.

On the 30 and 31 August 2021, the Food and Agriculture Organization of the United Nations (FAO), in collaboration with the Government of Fiji and the International Tele¬communication Union (ITU), organized a successful Small Island Developing States (SIDS) Solutions Forum. The theme of the SIDS Solutions Forum was: “COVID-19 impacts on the economy and the potential of digitalization and innovation to accelerate progress on resilient agrifood systems; improved nutrition and health; and strengthened climate resilience adaptation within the context of achieving the Sustainable Development Goas (SDGs).” About 1 600 people from various countries attended the Forum, either virtually or physically, in Apia, Samoa. Nine Heads of States/governments and 20 ministers from SIDS; the President Elect of the UN General Assembly (UNGA); Agriculture Ministers from China and Ireland; the Chair of the Alliance of Small Island States (AOSIS); the Secretary General of the Organisation of African, Caribbean and Pacific States (OACPS); the Director General of FAO and eight heads of other UN and regional agencies; and senior representatives of International Financing Institutions (IFIs) were notable attendees. There were also 11 SIDS solutions innovators, women and youth leaders, parliamentarians, policy makers, UN and development partner officials, academics, researchers, farmers, and fishers in attendance. Participants of the SIDS Solutions Forum made several recommendations, which are summarized into 12 key action points.

The status of women in agrifood systems report uses extensive new data and analyses to provide a comprehensive picture of women’s participation, benefits, and challenges they face working in agrifood systems globally. The report shows how increasing women’s empowerment and gender equality in agrifood systems enhances women’s well-being and the well-being of their households, creating opportunities for economic growth, greater incomes, productivity and resilience. The report comes more than a decade after the publication of the State of food and agriculture (SOFA) 2010–11: Women in agriculture – Closing the gender gap for development. SOFA 2010–11 documented the tremendous costs of gender inequality not only for women but also for agriculture and the broader economy and society, making the business case for closing existing gender gaps in accessing agricultural assets, inputs and services. Moving beyond agriculture, The status of women in agrifood systems reflects not only on how gender equality and women’s empowerment are central to the transition towards sustainable and resilient agrifood systems but also on how the transformation of agrifood systems can contribute to gender equality and women’s empowerment. It provides a comprehensive analysis of the available evidence on gender equality and women’s empowerment in agrifood systems that has been produced over the last decade. The report also provides policymakers and development actors with an extensive review of what has worked, highlighting the promise of moving from closing specific gender gaps towards the adoption of gender-transformative approaches that explicitly address the formal and informal structural constraints to equality. More than a decade has passed since the publication of the series entitled Social Analysis of Agriculture and Rural Investment Projects, which comprises three complementary manuals – the Manager’s, Practitioner’s and Field guides. During this time, conflict, climate change and economic downturns have been driving up poverty, hunger, and socioeconomic inequalities, reducing the resilience of agrifood systems. In response, the FAO Investment Centre has updated the Social Analysis guides to address the evolving and volatile rural transformation context, providing programme managers, practitioners and field workers with a set of enhanced tools for the design, implementation and evaluation of inclusive investments in agrifood systems. Today’s investments must prioritize more demand-driven, people-centred, culturally sensitive and locally owned sustainable approaches, with increased attention to reducing gender and other inequalities. Operationalizing these principles contributes to FAO’s and financing agencies’ objectives of ending poverty, improving food security and nutrition, and reducing inequalities. The goal of the updated guides is to support investments that contribute to inclusive, resilient and sustainable agrifood systems, aligned with the outcomes of the UN Food Systems Summit, the Sustainable Development Goals (SDGs), and the core principle of leaving no one behind. This paper develops a new framework to measure and track women’s empowerment in governance of countries’ agrifood systems. All too often, women’s needs, priorities, and voices are missing from the policy process, even when women may be disproportionately affected by shocks or have distinct policy preferences. The Women’s Empowerment in Agrifood Systems Governance (WEAGov) is an assessment framework to help countries and stakeholders measure the extent of inclusion and leadership of women in agrifood systems governance and to identify gaps and opportunities for improvement. WEAGov looks across three stages of the policy cycle: policy design, policy implementation, and policy evaluation. At each stage of the policy cycle, WEAGov asks three questions central to women’s empowerment in governance: Are women considered? Are women included? And are women influencing? This paper describes the process of conceptualizing and developing the WEAGov assessment framework by drawing together evidence, experience, and lessons from the literature and from over 30 stakeholder consultations across several countries and sectors to develop a practical and theoretically grounded framework.

In Africa, women are critical agents of change in the fight against rural poverty, hunger and malnutrition. They are the backbone of their households, communities, and rural economies covering important roles in food production, processing and marketing, and also in the nutrition of the family. However, with food systems rapidly modernizing and dramatic effects of climate change and environmental degradation becoming the “new normal”, they continue to face multiple challenges due to persisting gender discriminations. Over the years, remarkable political commitments to improve women’s condition and status have been made, but substantial gender gaps still remain in the access and control over productive resources and assets, services and markets. Overcoming these challenges will require addressing the root causes of gender inequalities through innovative and gender-transformative approaches. According to FAO’s latest estimates (SOFI, 2019), the number of people suffering from hunger has been rising. Just this trend - and the awareness that we lost a decade of progress - is sufficient to underscore the immense challenge of achieving the Zero Hunger target by 2030. The situation is most alarming in sub-Saharan Africa, where the number of undernourished people has steadily increased since 2014, to 237 million in 2018. These findings are in line with the 2019 SDG report. It shows that we are still lagging behind in achieving the SDGs as the global response has not been ambitious enough.
