This work provides a preliminary analysis of the key climate risks affecting agrifood value chains and opportunities for climate services that reach stakeholders involved in all stages of the value chain, from agrifood production to harvest, storage and refrigeration, processing and packaging, transportation, markets, trade and consumption. Climate services provide opportunities to effectively and comprehensively mainstream climate risk management across the entire agrifood value chain, in addition to increasing sustainability and efficiency in the face of changing climate conditions. This report provides significant primary information and recommendations on the development of climate services across the agrifood value chain with a view to systematically enhance sustainable and resilient opportunities. It also provides a basis for further research and investment funding in this area. Its findings could spark follow-up research and public and private investment.

Due to the urgent need to protect communities, ecosystems, and economies from the impacts of a changing climate, adaptation is becoming increasingly relevant. Climate change is already a significant stressor on most global and local value chains and threatens food security. This makes timely implementation of sustainable adaptation actions that catalyse agrifood system resilience indispensable for working towards better nutrition, better environments and better production, leaving no one behind. Recognizing the important role adaptation plays for agrifood systems, and its prominence in the Paris Agreement, the paper presents and reflects on FAO’s repertoire of different adaptation actions and solutions. Complementing the conclusion of the Global Stocktake at COP28, it comprehensively summarizes FAO’s efforts to boost progress in global adaptation actions. The paper (a) emphasizes the importance of bringing agrifood systems into the global adaptation agenda and policy landscape; (b) creates a cross-sectoral portfolio of FAO adaptation solutions covering multiple scales and approaches; (c) gives an insight into FAO's work with partners and Members and presents relevant networks and collaborations. Drawing upon theory and concepts from agricultural development, institutional, and resource economics, this book expands and formalizes the conceptual foundations of CSA. Focusing on the adaptation/resilience dimension of CSA, the text embraces a mixture of conceptual analyses, including theory, empirical and policy analysis, and case studies, to look at adaptation and resilience through three possible avenues: ex-ante reduction of vulnerability, increasing adaptive capacity, and ex-post risk coping. Climate change poses unprecedented challenges to the world’s food systems. Rising temperatures, changing rainfall patterns, and more frequent extreme weather events threaten agricultural production and the biodiversity and ecosystem services that underpin agriculture. Within food systems, climate change affects processing, storage, transport, and retailing of food and affects our food environments. These growing climate risks impact food security, nutrition, and human health, as well as equity and livelihoods, with poor food producers and consumers hit hardest. They make food systems a riskier source of income and reduce the availability of food — worsening poverty and inequity, disrupting livelihoods, and contributing to hunger and malnutrition. At the same time, food systems are failing to provide healthy diets for all, and are generating one-third of human-caused greenhouse gases. Solutions must address this complex nexus of problems. Climate change adaptation and resilience-building efforts for food systems must be accelerated to reverse growing malnutrition, ensure that all people can access healthy diets, and provide sustainable livelihoods. At the same time, efforts to transform food systems work to reduce their environmental footprint. Farmers and small businesses along food value chains in low- and middle-income countries will have to adapt their practices to a climate marked by extreme weather events and changing seasonal patterns in order to meet growing and changing food demand, while also contributing to mitigation. Support for this critical transformation requires not only the development, dissemination, and adoption of appropriate low-emissions, climate-smart technologies and practices, but also a focus on the policies, institutions, governance, and behavior change that can promote sustainable, inclusive food systems.

In the current context of climate change, focusing on gender equality in the Small Island Developing States (SIDS) can drive improvements in resilience, food security and nutrition. This document seeks to enrich the knowledge and evidence base on gender, food systems and resilience in the SIDS of the Caribbean, the Pacific, and the Atlantic, Indian Ocean and South China Sea (AIS) region, providing evidence from Barbados, Cabo Verde, Comoros (the), Palau, Saint Lucia, Samoa and Sao Tome and Principe. It focuses specifically on gender-related roles, gender gaps and traditional knowledge in agriculture and natural resource management to better support women’s participation in value chains and the benefits they receive from value chain development. It calls for radical transformations to build resilient livelihoods, overcome gender inequalities and help rural women and men reduce their exposure and vulnerability to climate change and natural disasters. Furthermore, the transformations called for, which focus on gender equity, will increase the resilience of rural livelihoods to unforeseen events, such as the COVID-19 pandemic, particularly in view of the critical role women play in ensuring food security and nutrition.

Agrifood systems in the Near East and North Africa are characterized by increasingly degraded natural resources and vulnerability to climate change, rapid population growth and protracted crises. In addition, the region has been affected by conflict that has further exposed the fragilities and worsened the challenges already faced by communities. Conflict negatively affects the poverty rate, the economic capacity and functioning of agrifood value chains and people’s ability to produce, distribute and access food. In volatile operating environments, resources, government spending and private investment are frequently diverted or reduced, with lasting impact on agri-food value chains and consequently nutrition and food security. Uncertainties inherent to these contexts can further undermine the relevance, efficiency and effectiveness of agri-food value chain development interventions, programmes and projects.Investigating the connection between sustainable, resilient agrifood value chain development and the unique characteristics of the highly volatile situations in which they are operating, these practitioner guidelines propose a four-step approach for selection, analysis and design of agrifood value chains in conflict prone and conflict affected contexts. The approach aims to strengthen the resilience of agri-food value chains through systems-based solutions, adopting a context-sensitive programming approach and ensuring an adaptive programming effort through a Monitoring, Evaluation, Accountability and Learning (MEAL) framework, to facilitate testing and scaling-up.

The global landscape study on ‘Green finance as a critical lever for delivering sustainable agrifood system’ is an inclusive commentary on the current status of green finance to agrifood sector in the global south and its support system. This document provides evidence that the current green finance trends favour the development of the clean energy industry, whereas smallholder agriculture has not had the same success.
