Diante da indiscutível crise que o Brasil vivencia na efetivação da democracia representativa, quais medidas sociais, políticas e jurídicas podem ser implementadas com o objetivo de que as aspirações da sociedade (titular do poder político) sejam alcançadas? O crepúsculo pelo qual os partidos políticos atualmente caminham encontra justificativa em um passado não tão remoto e que percorre desde a "hipertrofia" institucional destas entidades políticas (partitocracia) até o seu quase esvaziamento como instrumento capaz de refletir o verdadeiro anseio da população. É forçoso, pois, reconhecer a necessidade premente de se buscar mecanismos legítimos e não traumáticos que permitam a reestruturação da democracia representativa, a fim de se abrandar o hiato ainda existente entre a práxis dos governantes e as pretensões dos governados. A presente investigação, que dialogou com alguns autores centrais (Paulo Bonavides, José Pedro Galvão de Sousa, Noberto Bobbio, Elviro Aranda Álvarez, Leonardo Avritzer, Max Weber, Antonio Gramsci, Pierre Bordieu, Jurgen Habermas, Maria Victoria Espiñeira, Giovani Sartori, Gianfranco Pasquino, Amartya Sen, Michelangelo Bovero, Manuel Arriaga, José Rubio Carracedo, Jésus Casquete, Enrique Guillén Lopez, Juan J. Linz, Ricardo Sanín Restrepo e Vítor Eduardo Veras de Sandes-Freitas) tem como objeto precípuo de estudo o fenômeno da partitocracia, que diz respeito ao êxito consolidado pelos partidos políticos, no sentido de monopolizarem não só o poder político, no seio social, como também a própria vida política organizada. Neste sentido, o objetivo central deste trabalho é investigar o fenômeno da partitocracia no Brasil e como o seu recrudescimento agravou a crise da democracia representativa no país. Com a pretensão de atingir o objetivo acima, estabeleceu-se, metodologicamente, em uma primeira etapa, sob uma perspectiva compreensivista, a adoção de uma vertente jurídico-sociológica. Isso porque, deve-se procurar compreender os fenômenos da partitocracia, crise representativa e déficit de legitimidade dos partidos políticos – institutos de natureza político-jurídica - sob uma perspectiva social mais ampla. Por intermédio de uma construção indutiva, realizou-se investigação do tipo jurídico-compreensiva, o que viabilizou a análise e decomposição do fenômeno da partitocracia em seus diversos aspectos, relações e níveis e, como corolário, a verificação do momento em que o hiato "representante-representado" se fez mais profundo e crítico, bem como dos possíveis instrumentos que podem ser manejados com o fito de melhor equalizar a crise de representatividade existente. Em uma segunda (e última) etapa, com o objetivo de confrontar a investigação teórica e científica realizada em derredor da temática da partitocracia, bem como ratificar a higidez das causas que geraram a fragilização do sistema representativo, foram realizadas entrevistas semiestruturadas com os dirigentes e integrantes de dois partidos políticos: A Rede Sustentabilidade e A Raiz - Movimento Cidadanista.

In much of Latin America, disenchantment and cynicism have set in regarding the quality of elected governments raising the prospect of a new round of democratic erosion and breakdowns. One of the important emerging challenges for improving the quality of democracy resolves around how to build more effective mechanisms of accountability. A widespread perception prevails in much of the region that government officials are not sufficiently subject to routinized controls by oversight agencies. Corruption, lack of oversight, impunity of state actors, and improper use of public resources are major problems in most countries of the region. Dealing with these issues is paramount to restoring and deepening democratic legitimacy. The fundamental question in this volume is how democratic leaders in Latin America can improve accountability while simultaneously promoting governmental effectiveness. These issues have acquired urgency in contemporary Latin America because of heightened public concern about corruption and improper governmental actions on the one hand, yet on the other, uncertainty about the potential tradeoff between tightened accountability of officials and effective policy results. The volume enhances understanding of three key issues. First, it enriches understanding of the state of non-electoral forms of democratic accountability in contemporary Latin America. What are some of the major shortcoming in democratic accountability? How can they be addressed? What are some major innovations in the efforts to enhance democratic accountability? A second contribution of the volume is conceptual. Accountability is a key concept in the social sciences, yt its meaning varies widely form one author to the next. The authors in this volume, especially in the first four chapters, explicitly debate how bet to define and delimit the concept. Finally the volume also furthers understanding of the interactions between various mechanism and institutions of accountability. Many of the authors address how electoral accountability (the accountability of elected officials to the voters) interact with the forms of accountability in which state agencies oversee and sanction public officials.
