Restrictions on travel to Cuba have been a key and often contentious component in U.S. efforts to isolate the communist government of Fidel Castro for much of the past 40 years. Over time, there have been numerous changes to the restrictions, and for five years, from 1977 until 1982, there were no restrictions on travel to Cuba. Under the Bush Administration, enforcement of U.S. restrictions on Cuba travel has increased, and restrictions on travel and on private remittances to Cuba have been tightened. In March 2003, the Administration eliminated travel for people-to-people educational exchanges unrelated to academic course work. In June 2004, the Administration further restricted family and educational travel and eliminated the category of fully-hosted travel. At the same time, remittances were further restricted so that they could only be sent to the remitter's immediate family. In the first session of the 109th Congress, there was significant legislative attention to the issue of Cuba travel. On June 30, 2005, the House rejected three amendments to H.R. 3058, the FY2006 Transportation appropriations bill, that would have eased Cuba travel restrictions: H. Amdt. 420 (Davis) on family travel; H. Amdt. 422 (Lee) on educational travel; and H. Amdt. 424 (Rangel) on the overall embargo. During June 29, 2005, consideration of H.R. 2361, the FY2006 Interior Appropriations bill, the Senate rejected a motion to suspend the rules with respect to S. Amdt. 1059 (Dorgan), which would have allowed family travel under a general license for humanitarian reasons; the amendment was then ruled out of order. Several other legislative initiatives have been introduced in the 109th Congress that would ease restrictions on travel and remittances to Cuba. Two bills -- S. 894 (Enzi) and H.R. 1814 (Flake) -- would specifically lift overall restrictions on travel to Cuba.

Since the early 1960s, when the United States imposed a trade embargo on Cuba, the centerpiece of U.S. policy toward Cuba has consisted of economic sanctions aimed at isolating the government. Chapter 1 reviews the U.S. policy toward Cuba under the Obama and Trump Administrations. Chapter 2 examines U.S. policy toward Cuba in the 116th Congress. Chapter 3 provides information on legislative provisions restricting relations with Cuba. Chapter 4 examines developments in U.S. policy restricting travel and remittances to Cuba, current permissible travel and U.S. diplomats and their families in Havana, Cuba, were affected by incidents that were associated with injuries, including hearing loss and brain damage. State has reported that over 20 U.S. diplomats and family members in Havana have suffered from medical conditions believed to be connected to the incidents, which began in late 2016 and have continued. By law, State is generally required to convene an ARB within 60 days of incidents that result in serious injury at, or related to, a U.S. mission abroad, but the Secretary of State can determine that a 60 day extension is necessary. Chapter 5 examines the extent to which State's ARB policy ensures that M/PRI is made aware of incidents that may meet the ARB statute criteria. Chapter 6 is the statement of Brian M. Mazanec concerning the injuries to U.S. personnel in Cuba. Chapter 7 reports on the U.S. response to injuries of U.S. Embassy personnel in Havana, Cuba On August 31, 2016, as part of a shift in U.S. policy toward Cuba, air carriers resumed scheduled commercial flights between the United States and Cuba, a route previously only open to public and private charter carrier operations. Chapter 8 examines (1) the extent to which TSA followed its standard operating procedures when assessing aviation security at Cuban airports in fiscal years 2012 through 2017; (2) the results of TSA's Cuban airport assessments in fiscal years 2012 through 2017; and (3) the results of TSA's air carrier inspections for Cuba in fiscal years 2016 -- when commercial scheduled air service between the United States and Cuba resumed -- and 2017.

When Cuba nationalized foreign property and businesses (nationalization of American-owned oil refineries in Cuba) in the 1960s, the Unites States government imposed an economic sanction against Cuba by stopping sugar cane imports from the country. Moreover, the scope of the sanction has widened over the years comprising of economic, financial, and commercial sanctions. In 1960, the US came up with a policy to isolate the island nation through a number of economic and financial sanctions such as the trade embargo and financial transactions, freezing of Cuba government assets in the US, and prohibition of financial transactions with Cuba. International forums including the UN General Assembly and the International Community have continuously condemned the ongoing embargo against Cuba because it violates international law such as the human rights. The various US administrations have made attempts to correct the Cuba embargo, for instance the Clinton Administration (1998), to enhance direct flights to Cuba, streamlining of commercial sale of medicine, equipment, and medical supplies to Cuba and resumption of cash remittances by the US nationals in order to support their relatives in Cuba. In 1999, the Bush administration further implemented policies intended to help Cuba people. An example is the broadening of cash remittances to ensure that all the US residents can send cash to Cuba and loosening travel bans for a number of traveler categories such as sports activities, religious, and professional researchers. The Bush administration, on the other hand, also tightened the sanctions by isolating Cuba through a number of economic sanctions.

The Republic of Cuba consists of the island of Cuba (the largest and second-most populous island of the Greater Antilles), Isla de la Juventud and several adjacent small islands. Cuba is located in the northern Caribbean at the confluence of the Caribbean Sea, the Gulf of Mexico and the Atlantic Ocean. Cuba is south of the eastern United States and The Bahamas, west of the Turks and Caicos Islands and Haiti and east of Mexico. The Cayman Islands and Jamaica are to the south. The national flower is Hedychium Coronarium Koenig, most known as "mariposa" (butterfly) and the national bird is "Tocororo" or "Cuban Trogon" from the family of Trogonidae. Cuba is the most populous nation in the Caribbean. Its people, culture and customs draw from several sources including the aboriginal Taíno and Ciboney peoples, the period of Spanish colonialism, the introduction of African slaves, and its proximity to the United States. Cuba's once-ambitious foreign policy has been scaled back and redirected as a result of economic hardship and the end of the Cold War. Cuba aims to find new sources of trade, aid, and foreign investment and to promote opposition to U.S. policy, especially the trade embargo and the 1996 Libertad Act. Cuba has relations with over 160 countries and has civilian assistance workers -- principally physicians and nurses -- in over 20 nations. Since the end of Soviet backing, Cuba appears to have largely abandoned monetary support for guerrilla movements that typified its involvement in regional politics in Latin America and Africa, though it maintains relations with several guerrilla and terrorist groups and provides refuge for some of their members in Cuba. Cuba's support for Latin guerrilla movements, its Marxist-Leninist government, and its alignment with the USSR led to its isolation in the hemisphere. Cuba is a member of the Organisation of American States (OAS), although its present government has been excluded from participation since 1962 for incompatibility with the principles of the inter-American system. Cuba hosted the Non-Aligned Movement (NAM) summit in September 2006 and will hold the NAM presidency until 2009. In the context of the NAM and its ordinary diplomacy, Cuba has developed friendly relations with Iran, North Korea and other rogue states.
