In the form of a systematic literature review, we include articles that were divided into one of eight categories, namely economics; historical events and development; public sector; sociology and gender studies; international business; corporate governance; ethics, CSR and reputation; and finance. Over the last few decades, an increasing scholarly interest in the topics of culture and institutions has developed and led to a stark rise in published related work. Especially since the early 2000s, the two topics have gained significant ground in a variety of academic disciplines and caused an increase of available literature, which is also confirmed by the results of our search process. Cultural or institutional theory fits into several scientific fields ranging from psychology and sociology to law and economics. Views on culture and institutions vastly differ. While some academics see them primarily as endogenous, others perceive them as exogenously given and representing the equilibrium of a game. Bowles (1998), on the contrary, views them as exogenous too, although they lead to the creation of endogenous preferences in society. A change of cultural and institutional settings, however, can be both exogenous and endogenous. In addition, research is also still not completely conclusive about which and how variables affect the formation of culture and institutions. Likely effects stem from geographic factors, language, education, war, pandemics and available technology, amongst others. On the other hand, theory of new institutional economics highlights the implication of path dependence for both concepts. Path dependence suggests that history matters for current and future decisions and potential outcomes. Similarly, random events, in contrast to systematic forces, can have significant impacts. It so implies a certain lock-in effect created by prior events which can figuratively speaking, make it challenging to leave an already adopted path even if there exist superior ones. Also, because culture and institutions interact, they create space for multiple stable outcomes.

The book represents a selection of papers presented at an international symposium in Singapore on the role of theory and practice in the mutually interactive and mutating relations between institutions and cultures. In effect, the papers turn about a single theme: the ways in which power is expressed through those institutions by means of which cultures mediate their requirements. The symposium brought together scholars and academics from a variety of disciplines, including literature, philosophy, cultural studies, sociology, comparative literature and comparative religions. This paper proposes a new framework for studying the interplay between culture and institutions. We follow the recent sociology literature and interpret culture as a \repertoire", which allows rich cultural responses to changes in the environment and shifts in political power. Specifically, we start with a culture set, which consists of attributes and the feasible connections between them. Combinations of attributes produce cultural configurations, which provide meaning, interpretation and justification for individual and group actions. Cultural figurations also legitimize and support different institutional arrangements. Culture matters as it shapes the set of feasible cultural figurations and via this channel institutions. Yet, changes in politics and institutions can cause a rewiring of existing attributes, generating very different cultural configurations. Cultural persistence may result from the dynamics of political and economic factors - rather than being a consequence of an unchanging culture. We distinguish cultures by how fluid they are - whereby more fluid cultures allow a richer set of cultural configurations. Fluidity in turn depends on how specific (vs. abstract) and entangled (vs. free-standing) attributes in a culture set are. We illustrate these ideas using examples from African, England, China, the Islamic world, the Indian caste system and the Crow. In all cases, our interpretation highlights that culture becomes more of a constraint when it is less fluid (more hardwired), for example because its attributes are more specific or entangled. We also emphasize that less fluid cultures are not necessarily "bad cultures", and may create a range of benefits, though they may reduce the responsiveness of culture to changing circumstances. In many instances, including in the African, Chinese and English cases, we show that there is a lot of fluidity and very different, almost diametrically-opposed, cultural configurations are feasible, often compete with each other for acceptance and can gain the upper hand depending on political factors.

The theoretical discourse in development studies has struggled with how to integrate cultural practices into development programs in a prominent way. This thesis offers a rearticulation of culture as "cultural institutions" in order to apply conceptual renderings of culture to the more formalized literature concerning institutional development. This is done through the context of adaptation to environmental degradation, examining the ways in which indigenous communities Vietnam, Brazil and Cameroon utilize cultural institutions to lessen their vulnerability to environmental change. This research finds that legitimizing and formalizing these institutions allows for a more culturally resonant and sustainable solution to lessening vulnerability to the negative effects of climate change and other forms of environmental degradation.

This paper suggests an analytical framework to bring two explanations of institutional change together. My analysis rests on three building blocks: Firstly on the idea of the transfer or transplantation of institutions, secondly on the idea of functional differentiation, and thirdly and decisively on an understanding of culture as a toolkit leaving room for interest, choice and strategic action. The concepts of institutional transplantation and of functional differentiation will be introduced in the following section. In the third one, I will reformulate North's neoclassical theory of the state and his elaborations on culture and belief systems in terms of these concepts. Section four, then, offers a proposal of how to bridge the gap between the two approaches. Throughout the paper, I will use the example of Russia to illustrate my theoretical thoughts, a country I have been studying for years and which, as North (1999,9) remarks, is particularly suited to explain the problems of economic change. In section five I will outline in very basic terms how the history of failed attempts at reforms in Russia might be interpreted from the perspective developed here.
