Cumpra-se e arquive-se! – Vida e Educação de meninas e meninos desvalidos no Paraná (1940-1969) é uma publicação que está inserida no campo da História e da Historiografia da Educação, e tem o objetivo de compreender como se constituiu e que significados tiveram os encaminhamentos direcionados à educação de meninas e meninos desvalidos, que passavam pelo Juízo de Menores da Capital e eram encaminhados de volta às suas famílias, para uma instituição de assistência ou para uma família que assinava um Termo de Responsabilidade e Guarda (TRG), no período de 1940 a 1969, de forma a assinalar as peculiaridades dessa determinada Educação. Diante disso, este livro é permeado das histórias de vida de meninas e meninos que se encontravam em condição de desvalia, eram encaminhados para o Juizado de Menores e ficavam sob os auspícios de um juiz de Menores que tinha a intenção de encaminhá-los para que fossem tratados, colocados, guardados, vigiados e educados, conforme o Código de Menores de 1927. No entanto o grande fluxo de meninas e meninos desvalidos, a desestruturação das instituições de assistência e o descaso das famílias que assinavam o TRG resultava, na maioria dos casos, por um lado, em uma educação que priorizava a servidão e a sujeição, com determinada despreocupação com a escolarização, e, por outro lado, na insatisfação de meninas e meninos que contestavam e resistiam diante dos sofrimentos, alguns em busca de uma remuneração, outros de escolarização e quase todos de libertação.

Kuklys examines how Nobel Prize-winning economist Amartya Sen’s approach to welfare measurement can be put in practice for poverty and inequality measurement in affluent societies such as the UK. Sen argues that an individual’s welfare should not be measured in terms of her income, but in terms what she can actually do or be, her capabilities. In Chapters 1 and 2, Kuklys describes the capability approach from a standard welfare economic point of view and provides a comprehensive literature review of the empirical applications in this area of research. In the remaining chapters, novel econometric techniques are employed to operationalise the concepts of functionings and capability to investigate inequality and poverty in terms of capability in the UK. Kuklys finds that capability measurement is always a useful complement to traditional monetary analysis, and particularly so in the case of capability-deprived disabled individuals.
