This book highlights some of the main areas of debate around the subject of agricultural policy in Eastern Africa. Its major aim is to introduce the reader to different issues of economic and social change arising from agricultural development and to provide an understanding of some of the major difficulties faced by African countries in pursuing an agricultural policy. Agricultural policy is analyzed by creating a contextual framework in light of the major policy documents of the World Bank to formulate an understanding of the developmental issues pertaining to agriculture. This is not meant to be a comprehensive study of agricultural policy but a mode of analysis in which broad sector agricultural policies can be viewed as a potentially active agent of social change and development.

Today's American farmers struggle constantly with a financial crisis. News reports chronicle the dreary events-- foreclosures, protests, governmental debates, distress sales. There is great pressure on the U.S. government to ease the current farm financial situation, but there is opposing pressure to wean the farm sector from government support, to move agriculture toward a market-oriented economy, and above all, to reduce government outlays. Because the financial crisis permeates the agricultural community, critical choices must be made regarding the role of government in the farm sector, and alternate policies must be conceived. A Perspective on U.S. Farm Problems and Agricultural Policy provides a framework for evaluating national policy alternatives and attempts to improve our understanding of the nature of the farm sector and its problems. The discussion covers important issues such as farm size, the process of dynamic adjustment to changing technology, and financial disruptions associated with periodic land booms and busts. The issues are presented in historical perspective and in relation to past agricultural policies. The authors move to more specific examination of the current financial crisis by looking at various sizes and types of midwest farms. They establish different categories of financial stress in the context of both historical data for the national farm sector and more recent data on individual farms, drawing conclusions about the primary determinants of financial stress and the manner in which individuals are adjusting to it.

This book examines the current and future challenges facing the food and agricultural system and their implications for policymaking at the national and international level. The growth in global population and income is expected to result in increasing demand for food and agricultural raw materials, intensifying concerns over food security and increasing pressure on the planet's natural resources. Moreover, climate change — a challenge on its own — is likely to increase the urgency for reforms in the food and agricultural sector. As a substantial contributor to greenhouse gas emissions, the sector will need to participate in efforts to slow global warming and to adjust to the effects of climate change, while ensuring global food security and resource sustainability. These pressures define a new set of priorities for policymaking at the national and international level. They also necessitate changes in the framework of global institutions for effective governance of the food system.Global Challenges for Future Food and Agricultural Policies presents a comprehensive analysis of the inter-related policy challenges of food security, management of natural resources, climate change, and international governance. The book also offers valuable insights into options for effective policymaking with the goal of inducing positive policy changes to the food and agricultural sector.

This book serves as a foundational reference of U.S. land settlement and early agricultural policy, a comprehensive journey through the evolution of 20th century agricultural policy, and a detailed guide to the key agricultural policy issues of the early 21st century. This book integrates the legal, economic and political concepts and ideas that guided U.S. agricultural policy from colonial settlement to the 21st century, and it applies those concepts to the policy issues agriculture will face over the next generation. The book is organized into three sections. Section one introduces the main themes of the book, explores the pre-Columbian period and early European settlement, and traces the first 150 years of U.S. agricultural policy starting with the post revolution period and ending with the “golden age” of agriculture in the early 20th century. Section two outlines that grand bargain of the 1930s that initiated the modern era of government intervention into agricultural markets and traces this policy evolution to the early days of the 21st century. The third section provides an in-depth examination of six policy issues that dominate current policy discussions and will impact policy decisions for the next generation: trade, environment/conservation, commodity checkoff programs, crop insurance, biofuels, and domestic nutrition programs.

Despite a gradual and sustained decline in the contribution of agriculture to the economies of the member countries of the Organization for Economic Cooperation and Development (OECD), the sector remains socially and politically important. Although agriculture accounts for less than 2% of the gross domestic product of the OECD countries, it occupies over 35% of their total land area. Predominantly rural regions, where agriculture remains particularly important, contain almost one quarter of the population of OECD countries. The past quarter century has witnessed signi?cant changes in agricultural po- cies in OECD countries. Although total support remains high, a shift has taken place from price-linked measures to direct income support, most notably in the European Union. Policies have been adapted to meet pressing social concerns, such as ens- ing food security and improving environmental quality. OECD countries face major economic issues due to the ageing of their populations and the need to adapt to gl- alization and increasing competition from emerging economies. Continued pressure to reform agricultural policies will be exerted by the need to economize on the use of scarce public resources. At the same time, agriculture faces new challenges g- erated by climate change, the “greening” of the economy, increasing scarcity of energy and water, and the demands placed on the food system by an expanding world population.
