The most significant problems during the year remained trafficking in persons for sexual exploitation and labor; police abuse and their degrading treatment of persons in custody and asylum seekers; and violence against women, including spousal abuse.Other problems during the year included: prison overcrowding; lack of separation of pretrial detainees from convicted criminals; prolonged detention of asylum seekers and irregular migrants in prison-like conditions; deportation of rejected asylum seekers before they had an opportunity to appeal their asylum decision; lack of full access to and administration of some religious sites; government corruption; incidents of violence against children; instances of discrimination and violence against members of minority ethnic and national groups; and societal discrimination against lesbian, gay, bisexual, transgender, and intersex (LGBTI) persons.

Seychelles is a multiparty republic governed by a president, Council of Ministers, and National Assembly. In December 2015 voters narrowly re-elected President James Michel of Parti Lepep. On September 27, President Michel announced he would resign effective October 16, passing the presidency to Vice President Danny Faure. The president and Parti Lepep, formerly the Seychelles People's Progressive Front, dominated the country through political patronage and control over government jobs, contracts, and resources. On September 11, the opposition coalition Seychellois Democratic Union won the majority of seats in Legislative Assembly elections, its first majority since establishing a multiparty system.Civilian authorities maintained effective control over the security forces.The most significant human rights problems were violence against women and children and denial of worker rights, particularly those of foreign workers.

Authorities also significantly expandedthe definition of political activities to bring more NGOs under the "foreign agents"category. Authorities began fining NGOs for not disclosing "foreign agent" status,while courts closed NGOs for violations involving the foreign agents' list. Underthe expanded definition of political activities, authorities added environmental andHIV-prevention organizations to the list.Government Discrimination against Minorities: Authorities continued todiscriminate against members of some religious and ethnic minorities; lesbian, gay,bisexual, transgender, and intersex (LGBTI) persons; and migrant workers. TheYarovaya package restricted "missionary activity," including preaching,proselytizing, disseminating religious materials, or engaging in interfaithdiscussion; authorities used it to harass religious minorities. Authorities utilized alaw prohibiting "propaganda" of nontraditional sexual relations to minors to harassthe LGBTI community.Other problems included allegations of torture and excessive force by lawenforcement officers that sometimes led to deaths; prison overcrowding, andsubstandard and life-threatening prison conditions; executive branch pressure onthe judiciary; lack of due process in politically motivated cases; electoralirregularities; extensive official corruption; violence against women; limits onwomen's rights; trafficking in persons; discrimination against persons withdisabilities; social stigma against persons with HIV/AIDS; and limitations onworkers' rights.
