This is the 2018 report on Human Rights by the U.S. Department of State published on March 13, 2019Although the 2016 constitution declares Turkmenistan to be a secular democracy, the country has an authoritarian government controlled by the president, Gurbanguly Berdimuhamedov, and his inner circle. Berdimuhamedov became president in 2006 and remained president following a February 2017 presidential election. The Organization for Security and Cooperation in Europe's (OSCE) Office of Democratic Institutions and Human Rights (ODIHR) determined that the election involved limited choice between competing political alternatives and found "serious irregularities." The 2016 constitution extended the presidential term in office from five to seven years and failed to reintroduce earlier term limits.Civilian authorities maintained effective control over the security forces.Human rights issues included reports of alleged torture; arbitrary arrest and detention; involuntary confinement; harsh and life-threatening prison conditions; political prisoners; arbitrary interference with privacy, home, and correspondence; censorship and site blocking; restrictions on freedom of religion; restrictions on freedoms of assembly and movement; restrictions on citizens' inability to choose their government through free and fair elections; and endemic corruption. There was also trafficking in persons, including use of government-compelled forced labor during the annual cotton harvest. Consensual same-sex relations between men remained a criminal offense punishable by up to two years in prison. There were reports of restrictions on the free association of workers.Officials in the security services and elsewhere in the government acted with impunity. There were no reported prosecutions of government officials for human rights abuses.

Amendments to antiterrorism laws,known as the "Yarovaya package," granted authorities sweeping powers.Authorities especially targeted individuals and organizations that professed supportfor the government of Ukraine or opposed the Russian government's activities inUkraine.RUSSIA 2Country Reports on Human Rights Practices for 2016United States Department of State * Bureau of Democracy, Human Rights and LaborSuppression of Civil Society: Authorities further stymied the work ofnongovernmental organizations (NGOs) through the "foreign agents" and"undesirable foreign organization" laws. Authorities also significantly expandedthe definition of political activities to bring more NGOs under the "foreign agents"category. Authorities began fining NGOs for not disclosing "foreign agent" status,while courts closed NGOs for violations involving the foreign agents' list. Underthe expanded definition of political activities, authorities added environmental andHIV-prevention organizations to the list.Government Discrimination against Minorities: Authorities continued todiscriminate against members of some religious and ethnic minorities; lesbian, gay,bisexual, transgender, and intersex (LGBTI) persons; and migrant workers. TheYarovaya package restricted "missionary activity," including preaching,proselytizing, disseminating religious materials, or engaging in interfaithdiscussion; authorities used it to harass religious minorities. Authorities utilized alaw prohibiting "propaganda" of nontraditional sexual relations to minors to harassthe LGBTI community.Other problems included allegations of torture and excessive force by lawenforcement officers that sometimes led to deaths; prison overcrowding, andsubstandard and life-threatening prison conditions; executive branch pressure onthe judiciary; lack of due process in politically motivated cases; electoralirregularities; extensive official corruption; violence against women; limits onwomen's rights; trafficking in persons; discrimination against persons withdisabilities; social stigma against persons with HIV/AIDS; and limitations onworkers' rights.
