Der erste Bildungsbericht stellt eine umfassende Bestandsaufnahme des thüringischen Bildungssystems und seiner Rahmenbedingungen dar. Zum einen soll über bildungsbezogene Fakten informiert und für sie sensibilisiert werden, zum anderen soll die Entwicklung von Lösungen für zentrale Problemlagen in diesem Bereich angestoßen werden. Ein zentrales Ziel des Berichts ist es, durch empirisch belastbare Daten für die Bildungsregion Thüringen steuerungsrelevante Informationen zu liefern und somit Planungs- und Entscheidungsgrundlagen für Politik und Verwaltung zur Verfügung zu stellen. Der Bericht erfasst dabei für die insgesamt 23 Kreise und kreisfreien Städte sowie im Zeitverlauf die wichtigsten Stationen der Bildungsbiografie von Kindern, Jugendlichen und jungen Erwachsenen - von den Rahmenbedingungen des Thüringer Bildungssystems, der frühkindlichen Bildung über das allgemeinbildende Schulsystem bis hin zu den Hochschulen. Neben der Darstellung von Entwicklungen und Herausforderungen in den Bereichen Demografie, Wirtschaft und Bildungsstand der thüringischen Bevölkerung markiert das Thema Bildungsgerechtigkeit einen zentralen Bezugspunkt für die problemorientierte Analyse der einzelnen Bildungsbereiche. In erster Linie nimmt der Band durch die Darstellung des Bildungsgeschehens auf Kreis- und Städteebene die regionalen Disparitäten innerhalb des Freistaats in den Blick, bezieht aber auch - wo möglich und geboten - die Entwicklungen Deutschlands oder ausgewählter anderer Bundesländer mit ein. Die empirische Bildungsforschung hat in den letzten beiden Jahrzehnten vor allem durch die Schulleistungsforschung, die Forschung zu den Bedingungen von Lernprozessen und gelingendem Unterricht einen bemerkenswerten Aufschwung erfahren und das Wissen in diesen Bereichen deutlich verbessert. Demgegenüber wurde das im letzten Jahrzehnt erweiterte Datenangebot der amtlichen Statistik nur in geringem Umfang für stärker analytisch ausgerichtete Untersuchungen genutzt. Die in dem Beiheft versammelten Beiträge sollen zum einen vielfältige Analysemöglichkeiten mit amtlichen Daten verdeutlichen und zum anderen Anregungen für Forschungsarbeiten mit Daten der amtlichen Statistik geben. Für die datengenerierenden Stellen in den zuständigen Ministerien und in den statistischen Ämtern des Bundes, der Länder und der Kommunen sollen die vorgestellten Untersuchungen den Wert ihrer Daten für wissenschaftliche Untersuchungen unterstreichen und so ein Bewusstsein für die Notwendigkeit eines leichten Datenzugangs schaffen.

One of the most salient findings from the field of education is that there are huge national differences in student achievement as shown in international comparative studies like PISA and TIMSS. The shockingly large gap between the highest performing countries (mostly in East Asia) and many European countries corresponds to a difference in attainment of two years of schooling. Although this finding has been replicated in several studies, the reasons for and consequences of such differences are currently not well understood. This book is a collection of essays and studies by leading experts in international comparative education who demonstrate how international comparative assessments can be used to evaluate educational policies. The volume is organized into two parts that address, first, theoretical foundations and methodological developments in the field of international assessments, and, second, innovative substantive studies that utilize international data for policy evaluation studies. The intention of this book is to revisit the idea of 'using the world as an educational laboratory', both to inform policy and to facilitate theory development.

Although European policies promote the development of a knowledge-based society, international comparative studies reveal that large differences exist in the average achievement level and in offering equal opportunities to diverse student populations. In this handbook we provide suggestions to schools on establishing an evidence-based and theory-driven approach to promote quality in education. Specifically, we offer guidelines to schools on how to establish School Self-Evaluation (SSE) mechanisms measuring the functioning of school factors and identify priorities for improvement. Measuring competencies acquired over the course of higher education is an area of research that largely has been neglected. This deficit can be attributed to the complexity of academic competencies since the variety of institutions, programs, occupational fields and job requirements render it difficult to define and even harder to measure outcomes. Thus, assessing the preconditions for and effects of competency development is a challenge methodologically. In this book, a comprehensive review of the international state of research on modeling and measuring competencies in higher education across several academic disciplines is presented, along with an evaluation of the field’s strengths and weaknesses. Renowned experts share insight into the most important recent research projects and point out controversies and challenges. Competencies are regarded as context-specific dispositions acquired and required to cope successfully with domain-specific situations and tasks. However, the range of these dispositions is controversial. Should only cognitive facets be included or is it important to consider attitudes as well? Insufficient response rates and panel attrition are further challenges, as are the limitations of paper-and-pencil approaches to the complex measurement of higher education outcomes. Thus, this book may serve as a platform for the exchange of research experiences and perspectives and hopefully will instigate improvements in research into higher education.
