Voor het voorkomen en bestrijden van criminaliteit is melding en aangifte door burgers van delicten essentieel. Uit landelijke cijfers blijkt echter dat van alle door burgers ondervonden delicten ruim 60% niet bij de politie wordt gemeld. De politie wil de dienstverlening verbeteren. Om de uniformiteit en efficiency van het aangifteproces te vergroten en burgers overal in Nederland hetzelfde niveau van dienstverlening aan te bieden, is de 'multichannelstrategie' bij de politie ingevoerd. In deze strategie worden verschillende kanalen aangeboden om aangifte te doen, bestaande uit aangifte via internet, telefonie, op het politiebureau of op de plaats van het delict. De toepassing van de multichannelaanpak door de politie roept de vraag op hoe burgers het vernieuwde aanbod van aangiftevoorzieningen beoordelen. Wat is de tevredenheid van de burger met de aangifte bij de politie en hoe hangt die tevredenheid af van de wijze waarop aangifte kan worden gedaan? Bij welke typen delicten en voor welke slachtoffers spelen voorkeuren in de aangiftevoorzieningen een rol? Naast de vraag naar het burgerperspectief, is de vraag naar de ervaringen die de politie zelf heeft met deze aangiftevoorzieningen relevant. Het blijkt dat bijna 40% van de aangiften via internet verloopt. Dit wordt door de politie ook gestimuleerd vanuit efficiency overwegingen. Een aanbod van 'digitale dienstverlening' vermindert de noodzaak om aangiften op het politiebureau te laten opnemen. Lang niet alle burgers blijken deze voorkeur van de politie te delen; met name laagopgeleiden, allochtone burgers en ouderen hebben een sterke voorkeur voor persoonlijk contact met de politie voor het doen van aangifte. Bij slachtofferschap van een delict met een sterke emotionele impact is deze groep nog groter. Het is daarom gewenst dat - voorafgaand aan de sluiting van politiebureaus - wordt beoordeeld of de aangeboden aangiftekanalen passen bij de behoefte en mogelijkheden van de burger.

Over the past ten to fifteen years the police in many Western European countries have undergone a series of profound organisational changes. The police now appear to operate at a greater distance from citizens, they are more impersonal and decontextualized and have become more dependent on digitalised data systems. These changes are captured through the concept of the 'abstract police' and in this international collection of essays, leading policing scholars use this concept to make sense of contemporary changes to police organisations. Drawing on empirical evidence from a wide range of policing contexts, the individual chapters address major questions about current developments in policing: How are police organisations being shaped by the social, cultural, technological and political contexts in which they operate? How does the concept of the abstract police help understanding of the complex interplay between change and continuity in policing? Written by highly experienced researchers, the essays in Centralizing Forces? reveal intriguing similarities and differences in police reform in eight European countries: France, Denmark, Finland, Belgium, England/Wales, Scotland, the Netherlands, and Sweden. Contemporary prescriptions for police reform hold that the public would better trust the police and feel a greater obligation to comply and cooperate if police-citizen interactions were marked by higher levels of procedural justice by police. From a distance, procedural justice seemingly offers a relief from strained police-community relations.
