De fiscale krachtlijnen van de regeerakkoorden’ biedt een overzicht van de vernieuwde fiscale maatregelen die werden aangekondigd in het Vlaams regeerakkoord van 23 juli 2014 en het Federaal regeerakkoord van 9 oktober 2014.00Het federale regeerakkoord focust op een “tax-shift”-beleid, waarbij men de lasten op arbeid wil verschuiven naar de lasten op consumptie. De federale regering wil namelijk de tewerkstelling bevorderen en een ondernemingsvriendelijk klimaat ondersteunen. Zo is er o.a. een tax shelter voorzien voor startende ondernemingen. Ook maakt de regering-Michel het inbrengen van kapitaal en leningen via crowdfunding aantrekkelijker door een belastingvermindering in de personenbelasting op de investering in kapitaal en een vrijstelling van roerende voorheffing op de interesten van de leningen. Heel wat stringente procedureregels zullen worden “gemilderd”. Er moet namelijk worden uitgegaan van een duidelijk en transparant fiscaal systeem waarbij de fiscus respect moet opbrengen voor de belastingplichtige.00Het Vlaams regeerakkoord brengt vooral, mede door de nieuwe bevoegdheden die werden toegekend aan het Vlaams Gewest naar aanleiding van de Zesde Staatshervorming, een grote verschuiving teweeg op het vlak van de woonfiscaliteit. De hervorming van de woonbonus deed in die context wellicht het meeste stof opwaaien. Daarnaast missen de lagere tarieven voor de schenkbelasting die normaliter vanaf 1 juli 2015 zullen gelden hun doel niet, omdat heel wat belastingplichtigen zullen overgaan tot schenkingen van onroerende goederen in Vlaanderen vanaf die datum.00Het Vlaams Gewest heeft sinds 1 januari 2015 de dienst voor de inning van de registratie- en successierechten overgenomen waarbij zij gebruik maakte om de betreffende regels, voornamelijk op procedureel vlak, grondig te hervormen. De materieelrechtelijke bepalingen bleven nagenoeg ongewijzigd. De toepasselijke wetsbepalingen zijn nu opgenomen in de Vlaamse Codex Fiscaliteit.
