This book explores how anti-nuclear social movements impact the state’s civil nuclear policy and its implementation by presenting a historical-comparative case study of anti-nuclear movements in India. In the early 1970s construction began on a nuclear power plant at Laguna Verde in the Mexican state of Veracruz. Initially, most local citizens were largely unconcerned with the prospect of having the nuclear plant in their community. With the accidents at Three Mile Island and Chernobyl, however, residents' complacency toward the power plant soon turned to opposition. Protest groups such as the Madres Veracruzanas emerged to join existing environmental groups in a fight to close down the facility. The Non-Aligned Movement (NAM) is the largest and most diverse political grouping of states engaged on issues related to nuclear nonproliferation and disarmament. Drawing on the authors first-hand experiences as members of NAM observer-state delegations in NPT and IAEA negotiations, as well as the findings of a larger CNS research project on NAM nuclear politics, the book will provide important new insights about how a small subset of NAM states has tended to dominate NAM politics and have promoted policies that are often at odds with those advanced by Western states on issues such as nuclear terrorism, IAEA safeguards, nuclear export controls, multinational fuel arrangements, proliferation in the Middle East, NPT, and nuclear arms control and disarmament. Why did nuclear energy policies in France, Sweden, and the United States, very similar at the time of the oil crisis of 1973 and 1974, diverge so greatly in the following years? In answering this question, James Jasper challenges one of the most popular trends in political analysis: explanations relying exclusively on political and economic structures to account for public policies. Jasper proposes a new cultural and state-centered approach--one heeding not only structural factors but cultural meanings, individual biographies, and elite discretion. Surveying the period from the successful commercialization of light-water-reactor technology in the early 1960s to the present, he explains the events that occurred after 1973: France built even more reactors than it needed, the United States canceled most reactor orders, and Sweden completed planned nuclear plants but decided to phase out nuclear energy by 2010.
