This volume investigates nuclear energy policies in Western Europe over the entire post-war period, but with special attention to the two most recent decades. The comparative analytical perspective draws on the interplay between voters' attitudes, challenging movements, party competition, and coalition formation. Spanning more than 60 years and 16 countries, the researchers examine the underlying causal processes leading to the observed varieties of Western European nuclear energy policies. Based on a mixed methods approach using both structured case studies as well as quantitative analyses, the study shows that the nature of party competition under given institutional contexts is a key-driver for, as a rule, tactically motivated governmental policy changes and stability, respectively. Part I introduces the practical and theoretical relevance of the topic. It outlines the reasoning of the major scientific contributions with regard to nuclear energy policies, and offers a theoretical alternative to the previous literatures that has been predominantly movements-oriented. Additionally, it provides core economic and political indicators of the changing role of nuclear energy in the countries. Part II consists of seven in-depth case studies where the outlined theoretical perspective is applied. Part III consists of a general summary, short narratives of the countries not covered in case studies, qualitative comparison and an assessment of the factors for policy change from multivariate analysis.

"Energy policies which maintain and extend nuclear energy are often opposed by anti-nuclear movements. Ambitious plans for developing nuclear energy in Russia, constructing a first nuclear plant in Poland, and lifting the ban on nuclear energy while allowing the replacement of old reactors in Sweden are examples of such energy policies. In contrast to the massive anti-nuclear movements of 1970-1990s, recent anti-nuclear movements are not organized as national protest campaigns. This thesis examines repertoires of anti-nuclear movements in the alleged "Nuclear Renaissance" period. Political contexts of anti-nuclear movements provide opportunities for environmental NGOs, one kind of actor in anti-nuclear movements, to pursue nonconfrontational strategies and engage in institutional channels, where they can contribute their expert knowledge. Concurrently, another actor in anti-nuclear movements, local anti-nuclear groups, on the one hand, share argumentative structures with environmental NGOs, and, on the other hand, attempt to mobilize local population and organize local protests. Due to limited opportunities for attention from the national media and focus on local issues, local protests are not featured in the national media, which is crucial for national protest actions.The differences in repertoires between these two kinds of actors and absence of actors opting for mass engagement provide insight into repertoires of anti-nuclear movements as a whole." --

Environmental disasters or other large-scale disruptive events often trigger the emergence of social movements demanding social and/or political change. This study investigates mobilization processes at the meso level of the Japanese anti-nuclear movement after the nuclear disaster at the Fukushima Daiichi nuclear power plant caused by the Great East Japan Earthquake and subsequent tsunami waves on March 11, 2011. To capture such meso level movement dynamics – which so far have played only a minor role in research on social movement mobilization – the study presents an analytical model based on premises from political process theory, network theory, and relational sociology. This model is then applied to the case of the Japanese anti-nuclear movement after Fukushima by looking at the relational dynamics of two coalitional movement networks engaged in advocacy-related activities in Tōkyō. The first case study is e-shift, a network-coalition working for nuclear phase-out and the promotion of renewable energy; the other is SHSK (Shienhō Shimin Kaigi), a coalition pushing for the rights of people affected by radioactive contamination and/or evacuation from contaminated areas. The study traces the mobilization processes of these two networks by analyzing data gathered in 2013 and 2014 in the form of participant observation of movement events, semi-structured interviews with movement organization representatives, and documentary data.

In the turbulent years of the 1960s and 1970s, France, like other European countries and the United States, was rocked by a new wave of social movements. The early development of a strong antinuclear movement during the 1970s made France the prototypical country for new social movements (NSMs). However, in the 1980s, these French NSMs experienced a strong decline. In this book, Jan Willem Duyvendak compares the surprising development of these NSMs in France—for peace, the environment, an end to nuclear technology, solidarity, squatters' rights, women's rights, and gay rights—to the development of similar campaigns in Germany, Switzerland, and the Netherlands. Although all of these countries share more or less the same economic characteristics, they have different political traditions. Duyvendak finds that by the 1980s, the new social movements were weaker in France because of France's tradition of "old" political conflicts. He concludes that because France was still beset with political splits between center periphery and urban-country as well as religious and class strife, the development of French society during the 1980s took place at the expense of these new social movements

The crusade against nuclear weapons in Great Britain, West Germany, France, and the Netherlands in the early 1980s dwarfed all previous protest movements in Western Europe in the postwar period. What produced the demonstrations against NATO's decision in December 1979 to base 572 cruise and Pershing II missiles in five West European countries? What generated the widespread support that the demonstrators enjoyed? Contrary to the frequent claim that such political movements are a symptom of governmental crisis in the advanced industrial democracies, Thomas Rochon develops the idea that they arise from a creative impulse and perform crucial functions of innovative criticism.
