Why in the pre-industrial period were some settlements resilient and stable over the long term while other settlements were vulnerable to crisis? Indeed, what made certain human habitations more prone to decline or even total collapse, than others? All pre-industrial societies had to face certain challenges: exogenous environmental hazards such as earthquakes or plagues, economic or political hazards from ’outside’ such as warfare or expropriation of property, or hazards of their own-making such as soil erosion or subsistence crises. How then can we explain why some societies were able to overcome or negate these problems, while other societies proved susceptible to failure, as settlements contracted, stagnated, were abandoned, or even disappeared entirely? This book has been stimulated by the questions and hypotheses put forward by a recent ’disaster studies’ literature - in particular, by placing the intrinsic arrangement of societies at the forefront of the explanatory framework. Essentially it is suggested that the resilience or vulnerability of habitation has less to do with exogenous crises themselves, but on endogenous societal responses which dictate: (a) the extent of destruction caused by crises and the capacity for society to protect itself; and (b) the capacity to create a sufficient recovery. By empirically testing the explanatory framework on a number of societies between the Middle Ages and the nineteenth century in England, the Low Countries, and Italy, it is ultimately argued in this book that rather than the protective functions of the state or the market, or the implementation of technological innovation or capital investment, the most resilient human habitations in the pre-industrial period were those than displayed an equitable distribution of property and a well-balanced distribution of power between social interest groups. A society that intensifies and expands the use of land and water in urban areas needs to search for solutions to manage the frontiers between these two essential elements for urban living. Sustainable governance of land and water is one of the major challenges of our times. Managing retention areas for floods and droughts, designing resilient urban waterfronts, implementing floating homes, or managing wastewater in shrinking cities are just a few examples where spatial planning steps into the governance arena of water management and vice versa. However, water management and spatial planning pursue different modes of governance, and therefore the frontiers between the two disciplines require developing approaches for setting up governance schemes for sustainable cities of the future. What are the particularities of the governance of land and water? What is the role of regional and local spatial planning? What institutional barriers may arise? This book focuses on questions such as these, and covers groundwater governance, water supply and wastewater treatment, urban riverscapes, urban flooding, flood risk management, and concepts of resilience. The project resulted from a Summer School by the German Academy for Spatial Research and Planning (ARL) organized by the editors at Utrecht University in 2013. Is inclusiveness in the commons and sustainability a paradox? Late medieval and Early Modern rural societies encountered challenges because of growing population pressure, urbanisation and commercialisation. While some regions went along this path and commercialised and intensified production, others sailed a different course, maintaining communal property and managing resources via common pool resource institutions. To prevent overexploitation and free riding, it was generally believed that strong formalised institutions, strict access regimes and restricted use rights were essential. By looking at the late medieval Campine area, a sandy, infertile and fragile region, dominated by communal property and located at the core of the densely populated and commercialised Low Countries, it has become clear that sustainability, economic success and inclusiveness can be compatible. Because of a balanced distribution of power between smallholders and elites, strong property claims, a predominance of long-term agricultural strategies and the vitality of informal institutions and conflict resolution mechanisms, the Campine peasant communities were able to avert ecological distress while maintaining a positive economic climate.
