With the ever-increasing interdependence across individuals, groups, international organizations, and nation-states an increasingly significant policy concern in the contemporary turbulent world of globalization is the question of state failure. There has been a growing academic interest in the determinants of state failure and an acute awareness across the international community of the need for dealing with issues of instability in states. The contributors to this volume represent the most recent cutting edge approaches to state failure—looking at both conditions of conflict and economic development, dealing with the conceptualization, causes, and consequences of state failure, as well as policy-oriented analyses as to how state failure can be contained, reversed, or prevented. In order to deal fully with the phenomenon of state failure, investigators must be involved in a number of boundary-crossing activities. The contributors to this volume have addressed failed states through: multiple levels of analysis, assessing domestic and cross-border phenomena, internal and external conflict, domestic and international political economy; multiple disciplines and interdisciplinary approaches representing political science, sociology, and economics; various methodological approaches, including large-N empirical analyses, case studies, and simulations; and through both basic and applied research, drawing on the work of academics, IGOs, NGOs, and national governments. This book was originally published as a special issue of Conflict Management and Peace Science.

Why are some states able to deliver public services to their citizens while others cannot? Why are some states beset by internal conflict that leaves many impoverished? Much of what has become known as the failed states literature attempts to engage with these questions, but does so in way that betrays a particular bias, engaging in advocacy for intervention rather than analysis. The Idea of Failed States directly challenges existing thinking about conventional state strength as it finds that institutional approaches to state strength obscure as much as they reveal. The question of why some states are strong and others weak has traditionally been addressed using measures of economic growth, resources, and quality of life. This book compares the dimensions of state strength characterised by community, society, and nation and uses social capital concepts to further illuminate them. Applying this approach across forty-two countries shows ‘weak’ states exhibiting a consistent and unique patterns of relationships between community, society, and nation as well as equally consistent and unique relationships in strong states. A blend of theory and empirics, The Idea of Failed States present a new way to think about the state – one that applies to both strong and weak alike. This work should be of interest to students and scholars researching social capital, public policy, international development and security studies.

Terrorist groups operating in Sub-Saharan Africa failed states have demonstrated the ability to avoid the scrutiny of Western counterterrorism officials, while supporting and facilitating terrorist attacks on the United States and its partners. The potential acquisition of nuclear weapons by terrorists makes terrorist groups operating from failed states especially dangerous. U.S. counterterrorism strategies largely have been unsuccessful in addressing this threat. A new strategy is called for, one that combines both military and law enforcement efforts in a fully integrated counterterrorism effort, supported by a synthesis of foreign intelligence capabilities with intelligence-led policing to identify, locate, and take into custody terrorists operating from failed states before they are able to launch potentially catastrophic attacks.
