Since the end of the Cold War, a new dynamic has arisen within the international system, one that does not conform to established notions of the state’s monopoly on war. In this changing environment, the global community must decide how to respond to the challenges posed to the state by military threats, political and economic decline, and social fragmentation. This insightful work considers the phenomenon of state failure and asks how the international community might better detect signs of state decay at an early stage and devise legally and politically legitimate responses. This collection of essays brings military and social historians into conversation with political and social scientists and former military officers. In case studies from the former Yugoslavia, Somalia, Iraq, and Colombia, the distinguished contributors argue that early intervention to stabilize social, economic, and political systems offers the greatest promise, whereas military intervention at a later stage is both costlier and less likely to succeed. State collapse is one of the major threats to peace, stability, and economic development in sub-Saharan Africa today. In a collapsed state the regime finally wears out its ability to satisfy the demands of the various groups in society; it fails to govern or to keep the state together. The collapse is marked by the loss of control over political and economic space. A collapsed state can no longer perform its basic security and development functions and has no effective control over its territory and borders. Efforts to avoid drawing other nations into a wider conflict created by the collapse of a state—and creating favorable conditions for reconciliation and reconstruction of a failed state after it has collapsed—present major challenges. In April, 2008 the Cornell Institute for African Development called a symposium on ‘Failed and Failing States in Africa: Lessons from Darfur and Beyond’ to address these critical issues. Key contributions to the symposium are brought together in this volume. Taken together these essays represent a significant discussion on the challenges presented by the presence of failing states within Africa.

Why are some states able to deliver public services to their citizens while others cannot? Why are some states beset by internal conflict that leaves many impoverished? Much of what has become known as the failed states literature attempts to engage with these questions, but does so in way that betrays a particular bias, engaging in advocacy for intervention rather than analysis. The Idea of Failed States directly challenges existing thinking about conventional state strength as it finds that institutional approaches to state strength obscure as much as they reveal. The question of why some states are strong and others weak has traditionally been addressed using measures of economic growth, resources, and quality of life. This book compares the dimensions of state strength characterised by community, society, and nation and uses social capital concepts to further illuminate them. Applying this approach across forty-two countries shows ‘weak’ states exhibiting a consistent and unique patterns of relationships between community, society, and nation as well as equally consistent and unique relationships in strong states. Much analysis of state building focusses on dissecting specific projects and attempting to identify what has gone ’wrong’ in states such as Afghanistan and Iraq. What draws less attention is what has gone ’right’ in non-interventionist statebuilding projects within 'unrecognised’ states. By examining this model in more depth a more successful model of statebuilding emerges in which the end goal of modern democracy and good governance are more likely to be realized. Indeed 'states-within-states’ such as Somaliland where external intervention in the statebuilding process is largely absent can provide vital new lessons. Somaliland is a functioning democratic political entity in northwestern Somalia which declared its independence from the troubled south in 1991 and then embarked on an ambitious project to create a democratic government and successful state in the post-conflict environment. The leaders and the people of Somaliland have since succeeded not only in maintaining peace and stability, but also in building the institutions of government and the foundations for democracy that have led to a succession of elections, peaceful transfers of power and a consolidation of democratization. The resulting state of Somaliland is widely hailed as a beacon of success within a politically turbulent region and provides a useful framework for successful statebuilding projects throughout the world.
