Why are there such large gaps between migration debates and migration realities, and how can they be reduced? Bridging the Gaps: Linking Research to Public Debates and Policy Making on Migration and Integration provides a unique set of testimonies and analyses of these questions by researchers and policy experts who have been deeply involved in attempts to link social science research to public policies. Bridging the Gaps argues that we must go beyond the prevailing focus on the research-policy nexus by considering how the media, public opinion, and other dimensions of public debates can interact with research and policy-processes. The chapters provide theoretical analyses and personal assessments of the successes and failures of past efforts to link research to public debates and policy-making on migration and integration in six different countries - Germany, the Netherlands, Norway, Sweden, the United Kingdom, and the United States - as well as in European and global governance debates. Contrary to common public perceptions and political demands, Bridging the Gaps argues that all actors contributing to research, public debates, and policy-making should recognize that migration, integration, and related decision-making are highly complex issues, and that there are no quick fixes to what are often enduring policy dilemmas. Public perceptions and media coverage of immigrants and immigration policy are powerful forces in shaping the immigration debate. This volume explores a critical policy issue that has often been underestimated in the migration policy debate: the media and public opinion. It assesses the forces that are shaping how our publics perceive immigration and immigrants. The authors also highlight patterns and trends in how political leaders speak about immigration. The work is deeply informed by the Council's transatlantic perspective. The book focuses in particular on three case studies: the United States, the United Kingdom and Germany. In many European countries the extreme right have refined their electoral programmes under the rubric of nationalist-populist slogans and have adopted subtle forms of racism. The move away from overt neo-fascist discourse has, allowed these parties to expand their electoral support as populist nationalist parties. Paradoxically, this has led to an increase in racist and anti-Semitic discourse. In this on-site analysis, Michal Krzyzanowski and Ruth Wodak describe a confluence of racism and xenophobia, and show how that union creates a new kind of racism. The "new" racism differs from the older kinds in that it is usually not expressed in overtly racial terms. Instead, the justifications that are typically employed concern protecting jobs, eliminating abuse of welfare benefits, or cultural incompatibilities. The new racism exploits xenophobia rooted in ethnocentrism, male chauvinism, and ordinary prejudices that are often unconscious or routinized. For these reasons, the new racism can be defined as "syncretic," a mixture of many, sometimes contradictory, racist and xenophobic beliefs and stereotypes. Racism as ideology and practice is alive and well. This important book aims to provide understanding of the many socio-political and historical processes involved in such expressions of institutional and individual racism--processes which are not necessarily evident from more overt or traditional expressions of racism. This is an innovative look at the political study of language as well as new instances of race, ethnicity, and class in present-day Europe.
