Centralized, top-down management of water resources through regulations has created unnecessary economic burdens upon users. More flexible decentralized controls through the use of economic incentives have gained acceptance over the past decade. The theme of this book is the increasing efforts throughout water-scarce regions to rely upon economic incentives and decentralized mechanisms for efficient water management and allocation. The book begins with a section of introductory chapters describing water systems, institutions, constraints, and similarities in the following regions: Israel and the Middle East, Turkey, California, Florida, and Australia. Four of these regions face similar climates with wet winters and dry summers. Florida has a more even seasonal distribution of rainfall, yet it uses similar management strategies in controlling groundwater demand and water quality. The book concludes with a section on water management case studies. These case studies examine issues of conflict related to both water quality and water quantity. While the case studies address both international and intranational concerns in specific regions of the world, they portray broad principles that are applicable to many regions.

Decentralization and increased stakeholder involvement have been major elements of water sector reform as ways to promote sustainable and integrated resource management particularly of river basins. Based on an analytical framework for relating decentralization and stakeholder involvement to improved river basin management, this paper infers several hypotheses about factors associated with greater or lesser likelihood of success of the decentralization process using data from 83 river basins worldwide. The results suggest that physical, political, economic, financial, and institutional characteristics of the basin do affect the process and the level of performance of the decentralization. In particular, the presence of water scarcity may be a stimulus to reform, uniting the stakeholders in the basin and leading to better performance; organized user groups push for the initiation of decentralization reforms but may be associated with costs to the process and difficulty of achieving decentralization; the existence of dispute resolution mechanisms supports stakeholder involvement and improves decentralization performance; where stakeholders accepted greater financial responsibility, complying with tariffs and contributing to the budget for basin management, the decentralization process and performance measures increased; basins with higher percentages of their budgets from external governmental sources benefited from better stability and support and it shows in the performance of the decentralization process.

This book is about the process of water management decentralization in African countries, which is seen as a means of advancing river basin management at the lowest appropriate level. There are very different stages of implementing decentralization in practice. This called for research aiming to understand the following questions: (i) why do some water agencies succeed more than others? (ii) What are the variables involved in such reform process? (iii) which variables have a positive or a negative impact on the implementation of decentralization processes? (iv) Which variables could be affected by policy interventions, and how? This study aimed to answer these questions through the following objectives: (i) analyze the factors that have potentially affected the results of decentralization process in SSA basins, and (ii) analyze the performance of decentralization process in SSA basins. Qualitative and quantitative approaches were used. The main findings are that water scarcity is a major stimulus to reform; water user associations, if not well prepared and trained, may deter the decentralization process; and being part of an existing treaty over an international basin helps foster the process. Conditions improving decentralization performance include: scarcity of water resources, longer period of implementation, bottom-up creation, and appropriate budgetary support.

Most of the books published previously in the field of water resource eco nomics focus on particular aspects of water economics such as institutions, pricing or water markets, but none of them have given particular attention to methodological questions. However, the applied methodology within economic research has made some remarkable advances over the last 10-20 years. Some of these advances are of particular interest to the field of water economics. Therefore, we think that a book that focusing on methodological advances within the field of water resource economics and showing how these advances can be applied in economic analysis of water issues makes a nice complement to the existing literature in this field. We identified five areas where we consider the methodological advances to be of particular importance: 1) asymmetric information and game theory, 2) un certainty, 3) space, 4) water quality and 5) production and technology adoption. The selected papers for the book fall entirely within these categories. As globalization links economies, the value of a country's irrigation water becomes increasingly sensitive to competitive forces in world markets. Water policy at the national and regional levels will need to accommodate these forces or water is likely to become undervalued. The inefficient use of this resource will lessen a country's comparative advantage in world markets and slow its transition to higher incomes, particularly in rural households. While professionals widely agree on what constitutes sound water resource management, they have not yet reached a consensus on the best ways of implementing policies. Policymakers have considered pricing water - a debated intervention - in many variations. Setting the price 'right,' some say, may guide different types of users in efficient water use by sending a signal about the value of this resource. Aside from efficiency, itself an important policy objective, equity, accessibility, and implementation costs associated with the right pricing must be considered. Focusing on the examples of China, Mexico, Morocco, South Africa, and Turkey, Pricing Irrigation Water provides a clear methodology for studying farm-level demand for irrigation water. This book is the first to link the macroeconomics of policies affecting trade to the microeconomics of water demand for irrigation and, in the case of Morocco, to link these forces to the creation of a water user-rights market.
