Decentralization and increased stakeholder involvement have been major elements of water sector reform as ways to promote sustainable and integrated resource management particularly of river basins. Based on an analytical framework for relating decentralization and stakeholder involvement to improved river basin management, this paper infers several hypotheses about factors associated with greater or lesser likelihood of success of the decentralization process using data from 83 river basins worldwide. The results suggest that physical, political, economic, financial, and institutional characteristics of the basin do affect the process and the level of performance of the decentralization. In particular, the presence of water scarcity may be a stimulus to reform, uniting the stakeholders in the basin and leading to better performance; organized user groups push for the initiation of decentralization reforms but may be associated with costs to the process and difficulty of achieving decentralization; the existence of dispute resolution mechanisms supports stakeholder involvement and improves decentralization performance; where stakeholders accepted greater financial responsibility, complying with tariffs and contributing to the budget for basin management, the decentralization process and performance measures increased; basins with higher percentages of their budgets from external governmental sources benefited from better stability and support and it shows in the performance of the decentralization process.

Centralized, top-down management of water resources through regulations has created unnecessary economic burdens upon users. More flexible decentralized controls through the use of economic incentives have gained acceptance over the past decade. The theme of this book is the increasing efforts throughout water-scarce regions to rely upon economic incentives and decentralized mechanisms for efficient water management and allocation. The book begins with a section of introductory chapters describing water systems, institutions, constraints, and similarities in the following regions: Israel and the Middle East, Turkey, California, Florida, and Australia. Four of these regions face similar climates with wet winters and dry summers. Florida has a more even seasonal distribution of rainfall, yet it uses similar management strategies in controlling groundwater demand and water quality. The book concludes with a section on water management case studies. These case studies examine issues of conflict related to both water quality and water quantity. While the case studies address both international and intranational concerns in specific regions of the world, they portray broad principles that are applicable to many regions.

"The authors describe and analyze river basin management in the Guadalquivir River Basin in Spain. The Guadalquivir river flows westerly across southern Spain, with nearly all of its 57,017 km2 drainage area within the region of Andalusia. Water management issues in this semi-arid, heavily agricultural, but rapidly urbanizing region include drought exposure, water allocation, water quality, and in some areas, groundwater overdraft. A river basin agency (Confederacion Hidrografica del Guadalquivir, or CH Guadalquivir) has existed within the basin since 1927, but its responsibilities have changed substantially over its history. For much of its life, CH Guadalquivir's mission was water supply augmentation through construction and operation of reservoirs, primarily to support irrigation, under central government direction with little provision for water user participation. Following the Spanish political system's transformation and Spain's accession to the European Union, water law and policy changes greatly expanded CH Guadalquivir's responsibilities and restructured it to incorporate representation of some basin stakeholders. Although the basin agency's accomplishments in reservoir construction have been prodigious, its record of performance with respect to its newer responsibilities has been mixed, as have perceptions of its openness and responsiveness to basin interests other than irrigators. This paper--a product of the Agriculture and Rural Development Department--is part of a larger effort in the department to approach water policy issues in an integrated way. This book is about the process of water management decentralization in African countries, which is seen as a means of advancing river basin management at the lowest appropriate level. There are very different stages of implementing decentralization in practice. This called for research aiming to understand the following questions: (i) why do some water agencies succeed more than others? (ii) What are the variables involved in such reform process? (iii) which variables have a positive or a negative impact on the implementation of decentralization processes? (iv) Which variables could be affected by policy interventions, and how? This study aimed to answer these questions through the following objectives: (i) analyze the factors that have potentially affected the results of decentralization process in SSA basins, and (ii) analyze the performance of decentralization process in SSA basins. Qualitative and quantitative approaches were used. The main findings are that water scarcity is a major stimulus to reform; water user associations, if not well prepared and trained, may deter the decentralization process; and being part of an existing treaty over an international basin helps foster the process. Conditions improving decentralization performance include: scarcity of water resources, longer period of implementation, bottom-up creation, and appropriate budgetary support.

"The authors describe and analyze management in the Murray-Darling Basin of Australia, long regarded as a model for integrated river basin management. This interior basin of over 1 million km2 in semi-arid southeastern Australia is defined by the catchment areas of the Murray and Darling Rivers and their tributaries. Water management issues include allocation, quality, and dryland salinity. Because of Australia's federal governmental structure, institutional development has been more a matter of integrating state and local endeavors than decentralization of national authority. The Australian national government has little constitutional power over water resources. The five states in the basin make policy regarding water rights, discharge permits, fees, and the construction and operation of physical structures. River management began on the Murray River in the 1920s under the terms of a tri-state agreement. As the scope of management widened to the entire basin, more states were added and the national government supported the creation of new arrangements for integrated water resource management, with some provision for stakeholder participation. The dynamics of state-national authority over water policy, and the emergence in recent years of numerous local-level catchment organization, contribute to some uncertainty about the future course of basin management in this internationally renowned site.
