Proposals for power-sharing constitutions remain controversial, as highlighted by current debates in Iraq, Afghanistan, Nepal, and Sudan. This book updates and refines the theory of consociationalism, taking account of the flood of contemporary innovations in power-sharing institutions that have occurred worldwide. The book classifies and compares four types of political institutions: the electoral system, parliamentary or presidential executives, unitary or federal states, and the structure and independence of the mass media. The study tests the potential advantages and disadvantages of each of these institutions for democratic governance. Cross-national time-series data concerning trends in democracy are analyzed for all countries worldwide since the early 1970s. Chapters are enriched by comparing detailed case studies. The mixed-method research design illuminates the underlying causal mechanisms by examining historical developments and processes of institutional change within particular nations and regions. The conclusion draws together the results and the practical lessons for policymakers.

The 1990s were marked by democratic reforms throughout Africa, which went in tandem with decentralization reforms. The chapters of the volume all highlight the gradual changes that have taken place since. Long-term structural uncodified factors – be it societal, economic, geographic, demographic – seem to have interacted with the constitutional clauses introduced during the reforms. Some chapters look at how decentralization slowly gave way to recentralization because none of the new subnational entities were politically and economically strong enough to balance off the center; some look at how inherent deficiencies in infrastructure and personnel at the subnational level brought the central government back in; some look at how different subnational units ended up working differently due to differences in demographic and social factors; some look at how uncodified factors came to determine how national politics functioned; some look at how decentralization created new conflicts between ethnic groups competing for the control of the new entities; some look at how decentralization blew new life into traditional authorities. Over the past three decades the developing world has seen increasing devolution of political and economic power to local governments. Decentralization is considered an important element of participatory democracy and, along with privatization and deregulation, represents a substantial reduction in the authority of national governments over economic policy. The contributors to Decentralization and Local Governance in Developing Countries examine this institutional transformation from comparative and interdisciplinary perspectives, offering detailed case studies of decentralization in eight countries: Bolivia, Brazil, China, India, Indonesia, Pakistan, South Africa, and Uganda. Some of these countries witnessed an unprecedented "big bang" shift toward comprehensive political and economic decentralization: Bolivia in 1995 and Indonesia after the fall of Suharto in 1998. Brazil and India decentralized in an uneven and more gradual manner. In some other countries (such as Pakistan), devolution represented an instrument for consolidation of power of a nondemocratic national government. In China, local governments were granted much economic but little political power. South Africa made the transition from the undemocratic decentralization of apartheid to decentralization under a democratic constitution. The studies provide a comparative perspective on the political and economic context within which decentralization took place, and how this shaped its design and possible impact. The trend toward greater decentralization of governance activities, now accepted as commonplace in the West, has become a worldwide movement. Rather than the top-down, centralized decisionmaking that characterized communist economies and Third World dictatorships in the twentieth century, today's world demands flexibility, adaptability, and the autonomy to bring those qualities to bear. In this thought-provoking book, the first in a new series on Innovations in Governance, experts in government and public management trace the evolution and performance of decentralization concepts, from the transfer of authority within government to the sharing of power, authority, and responsibilities among broader governance institutions. This book examines the new political structure of the newly independent Kosovo, particularly the ongoing asymmetric decentralization process - as envisaged in the Ahtisaari Plan. It seeks to analyze the impact of this process on the long-term stability and functionality of Kosovo. Because the policy of decentralization essentially tackles the very fundamental relations between the Albanian majority and the Serbian minority community in Kosovo, it has the ability to affect both intra-state and possibly also inter-state/regional stability. In this context, the author critically examine the ethnic regulation policy through power-sharing instruments in the post-independence Kosovo.
