This book examines the political economy of devolution in Britain from the postwar period to the present. It situates devolution in Britain within an understanding of the partisan recalibration of political, economic and democratic scales (or levels) of the state. This volume presents a framework designed to help international development partners consider the relevance of political economy issues for their programmatic support to decentralization and local government reform. The intention is neither to advocate decentralization in general or in any particular form, nor to presume or privilege any particular decentralization objective. Instead, the purpose is to document the potential value of better understanding how (primarily national and intergovernmental) political and institutional dynamics do or could affect the scope for realizing decentralization reforms aligned with commonly advocated service delivery, governance, and poverty reduction goals. The underlying premise is that systematic analysis of these issues can productively complement the dominantly technical diagnostic work typically carried out by development partners. Specifically, development partners can benefit from better understanding the practical significance of motives that drive politicians and bureaucrats to support or oppose reform at various stages of the decentralization process, from making an initial reform decision to detailed design and implementation. In addition, the authors address how these incentives can weaken, strengthen, or shift in response to changes in political and economic conditions that arise after reform begins. A general approach to conducting political economy of decentralization analysis is outlined, recognizing the need to tailor such analysis to the particular country context. This volume is based on literature reviews and knowledge derived from selected country experiences.

Nearly all countries worldwide are now experimenting with decentralization. Their motivation are diverse. Many countries are decentralizing because they believe this can help stimulate economic growth or reduce rural poverty, goals central government interventions have failed to achieve. Some countries see it as a way to strengthen civil society and deepen democracy. Some perceive it as a way to off-load expensive responsibilities onto lower level governments. Thus, decentralization is seen as a solution to many different kinds of problems. This report examines the origins and implications decentralization from a political economy perspective, with a focus on its promise and limitations. It explores why countries have often chosen not to decentralize, even when evidence suggests that doing so would be in the interests of the government. It seeks to explain why since the early 1980s many countries have undertaken some form of decentralization. This report also evaluates the evidence to understand where decentralization has considerable promise and where it does not. It identifies conditions needed for decentralization to succeed. It identifies the ways in which decentralization can promote rural development. And it names the goals which decentralization will probably not help achieve.

The subject of local government and post-conflict reconstruction sits at the intersection of several interrelated research areas, notably conflict/peacebuilding, governance, and political economy. This volume addresses a gap in the academic literature: whilst decentralisation is frequently included in peace agreements, the actual scope and role of local government is far less frequently discussed. This gap remains despite a considerable literature on local government in developing countries more generally, particularly with regard to decentralisation; but also, despite a considerable and growing literature on post-conflict reconstruction. This volume provides a mixture of case study, cross-case studies, practitioner reflection, and conceptual material on the function of local government in the context of decentralisation in post-conflict countries, from both academics and policy-makers. This collection of in-depth single- and multi-country case study analysis is complemented by practitioner reflections and framed within the 2030 Agenda building on the New Urban Agenda, and particularly the Sustainable Development Goal 16 to ‘promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels.’ The chapters in this book were originally published in the online journal Third World Thematics.

This book, first published in 2005, develops a comparative model of intergovernmental bargaining to account for variation in the capacity of federations in the developing world to undertake economic policy reform, suggesting that many market reform policies are a function of a constant process of bargaining between national and regional leaders struggling for political survival. As the degree of national-regional disagreement mounts, collective action on reforms that require implementation at multiple levels of government becomes more difficult. The degree to which the two factors conflict depends on four factors: the individual electoral interests, a shared intergovernmental fiscal system, the manner in which regional interests are represented in national policy making and the levers of partisan influence national leaders have over subnational politicians. In testing the argument with a combination of cross-sectional time-series and case study analysis, this book contributes to the broad literatures on development and the comparative political economy of federalism and decentralization.

Their have been improvements, however, with a shifting from autocracy to democracy in many African states; this has resulted in a move to better or good governance due to this democratic change. Good governance is a complex issue and there is no distinction between good, democratic and participatory governance. Furthermore, there has been little consensus pertaining to the criteria that distinguishes between good, bad, or better governance. This paper will not delve into the conceptualisation of good governance due to length restrictions. The bulk of the paper will provide a detailed analysis of decentralisation, as well as looking at systems of government and models of local government. That will be followed by an overview of decentralisation on the African continent, with specific reference to its impact on the East African state of Kenya. The influence of decentralisation has produced mixed reactions, depending on who it effects; the adequate conceptualisation and method of implementation of the term has also been disputed.
