There is respect and even appreciation now for informal patterns of personal and culture-bound organizational behavior- the unwritten rules of the game, so to speak. As well, there is the urge to complement, not replace, indigenous ha bits and practices. All of these are progressively coalescing into a body of concepts called capacity development.

The question of whether political, fiscal, and administrative decentralization improves government effectiveness is hotly debated among researchers and policy makers. 'Decentralization, Democracy, and Development' contributes to the empirical literature on decentralization and the debate on whether it is a viable and desirable state-building strategy for post-conflict countries. This book is a collection of eight papers written by nine authors who were intimately involved in the complex decentralization reform process in Sierra Leone from 2003 07. During this period, Sierra Leone s government established elected district and urban councils across the country, transferred certain responsibilities for primary services and local investment and some financial resources to the new councils, and invested heavily in building the administrative infrastructure and capacity of the local councils. Compared to most other Sub-Saharan African countries that have embarked upon decentralization, Sierra Leone s progress in building local government capacity and restructuring the fiscal system is enviable. The authors conclude that improved security and public services are possible in a decentralizing country and Sierra Leone s progress would not have been possible without significant effort at fiscal decentralization and intensive investment in local government capacity building. The most critical ingredient for this promising but fragile reform process is the dynamic leadership team in charge of promoting the new institutional framework and their persistent effort to achieve quick improvement in the local government system and public services.

It is widely assumed that the relationship between governance capacity and decentralization determines the success in governance, but how does this relationship function is largely contested. Does decentralization lead to an improvement in governance capacities, or are certain capacities preconditioned in order for decentralization to lead better governance? Relying on an empirical study of Turkish provincial municipalities, the book argues success in decentralization is strongly influenced by the socioeconomic conditions in the province and to a lesser extent by the local government’s capacity. The book provides a novel approach to capacity building practices and decentralization reforms by suggesting that the relationship between decentralization and governance capacity should be addressed not only on the organizational but also on the developmental level. In this way, the book proposes asymmetrical decentralization according to socio-economic development at subnational level for better governance outcomes.

The 1991 government change in Ethiopia ushered in a centralised system of governance, aimed to bring about harmony and cooperation between different groups and to promote local self-rule. It has proceeded in two phases: 1991-2001 centred on creating and powering National/Regional Governments, termed mid-level decentralisation. Further powers were devolved in 2001 through the District Level Decentralization Program and Urban Management Profram. This volume brings together studies by the Forum for Social Studies and others, with the aim of identifying knowledge gaps for further research and to generate debate on the issues in Ethiopia. The study is in two parts: a literature review seeking to document existing studies and highlight research gaps; and field work which involved a rapid assessment of eight weredas and two kifle ketemas in Addis Ababa. The other three studies are synopses of master theses submitted to the Institute of Regional and Local Development Studies of Addis Ababa University.

The Caribbean countries, and many other Third World countries in Latin America, Asia and Africa, have been under the yoke of structural adjustment measures for more than a decade. Numerous studies have addressed the inequality of North-South relations, the lack of transparency in negotiations that have led to the signature of agreements, the absence of a clear definition of responsibilities of the parties engaged, the inadequacy and inadaptation of policies with regard to the socio-cultural context, and especially the refusal to take into account the social demands of the most deprived. The criticisms formulated in this book can only find a beginning of solutions by the setting up of a solid administrative organization in which the public officials are made accountable and who, once aware of the national and international stakes, can confront the constraints involved in State/international negotiation relations. The book is a very rich presentation of the concept and the problems of structural adjustment and institutional development in the developing countries. Beside the impressive introduction and the convincing conclusion, the articles on these prerequisites for institutional sustainability present the most important empirical research results. The contents is a clear description of problems, failures and results in institutional reforms.
