In recent years, along with the growing recognition of the rural gender gap in financial access as a key constraint to rural development, research has focused increasingly more towards analysing in depth the financial habits and patterns followed by women in rural areas, in order to produce observations and insights that could foster a more gender-sensitive policy approach towards financial inclusion. In line with this trend, this paper sets to explore the financial habits and constraints of rural women in two Sub-Saharan African countries (Mozambique, Tanzania), both at country and village level, with the objective of answering how, and why, they differ from those of their male counterparts. Building on the results achieved through this analysis, as well as on the general literature available on the topic, this paper aims to develop a range of general recommendations that can assist both local policymakers and other public stakeholders, as well as formal financial service providers, in shaping their approach towards a more gender-sensitive provision of rural financial services.

Improving the gender-responsiveness of design and delivery of rural finance interventions through innovative approaches and mechanisms is important for promoting rural women’s economic empowerment. This document highlights practical and actionable approaches from the sector in order to guide the work of practitioners engaging at country level to pursue the above objective. Part I of this Technical Guidance Note provides an overview of the main barriers and constraints that inhibit rural women’s financial inclusion. Part II offers a step-by-step approach to analysing the state of gender equality within a specific country or context, with the purpose of diagnosing potential entry points for interventions that aim to increase rural women’s financial inclusion. It then offers a summary of best practices for addressing the main barriers to rural women’s access to and use of financial services, and offers various case studies to illustrate these best practices in action. The annex contains additional guidance and tools for conducting gender-focused diagnostic assessments and analysis.

Women are underrepresented at all levels of the global financial system, from depositors and borrowers to bank board members and regulators. A new study at the IMF finds that greater inclusion of women as users, providers, and regulators of financial services would have benefits beyond addressing gender inequality. Narrowing the gender gap would foster greater stability in the banking system and enhance economic growth. It could also contribute to more effective monetary and fiscal policy. New evidence suggests that greater access for women to and use of accounts for financial transactions, savings, and insurance can have both economic and societal benefits. For example, women merchants who opened a basic bank account tend to invest more in their businesses, while female-headed households often spend more on education after opening a savings account. More inclusive financial systems in turn can magnify the effectiveness of fiscal and monetary policies by broadening financial markets and the tax base. The paper also studies the large gaps between the representation of men and women in leadership positions in banks and in banking-supervision agencies worldwide. It finds that, shockingly, women accounted for less than 2 percent of financial institutions’ chief executive officers and less than 20 percent of executive board members. The analysis suggests that, controlling for relevant bank- and country-specific factors, the presence of women as well as a higher share of women on bank boards appears associated with greater financial resilience. This study also finds that a higher share of women on boards of banking-supervision agencies is associated with greater bank stability. This evidence strengthens the case for closing the gender gaps in leadership positions in finance.

This paper documents and analyzes gender differences in the use of financial services using individual-level data from 98 developing countries. The data, drawn from the Global Financial Inclusion (Global Findex) database, highlight the existence of significant gender gaps in ownership of accounts and usage of savings and credit products. Even after controlling for a host of individual characteristics including income, education, employment status, rural residency and age, gender remains significantly related to usage of financial services. This study also finds that legal discrimination against women and gender norms may explain some of the cross-country variation in access to finance for women. The analysis finds that in countries where women face legal restrictions in their ability to work, head a household, choose where to live, and receive inheritance, women are less likely to own an account, relative to men, as well as to save and borrow. The results also confirm that manifestations of gender norms, such as the level of violence against women and the incidence of early marriage for women, contribute to explaining the variation in the use of financial services between men and women, after controlling for other individual and country characteristics.

The past two decades have seen a rapid increase in interest in financial inclusion, both from policymakers and researchers. This paper surveys the main findings from the literature, documenting the trends over time and gaps that have arisen across regions, income levels, and gender, among others. It points out that structural, as well as policy-related, factors, such as encouraging banking competition or channeling government payments through bank accounts, play an important role, and describes the potential macro and microeconomic benefits that can be derived from greater financial inclusion. It argues that policy should aim to identify and reduce frictions holding back financial inclusion, rather than targeting specific levels of inclusion. Finally, it suggests areas for future research.
