The United States conducts air operations with other willing NATO allies, including non-NATO members. The objective of this background research for a larger RAND study, Interoperability: A Continuing Challenge in Coalition Air Operations, is twofold: (1) to help the U.S. Air Force identify potential interoperability problems that may arise in coalition air operations involving the United States and its NATO allies, as well as non-NATO countries, over the next decade and (2) to suggest solution directions to mitigate those problems. The study focus is on command, control, communications, intelligence, surveillance, and reconnaissance (C3ISR) systems and out-of-NATO-area operations. The authors present a data-based historical overview of the U.S. experience in coalition operations with NATO allies up to 1999 and seek to provide a deeper understanding of interoperability through the answers to several key questions: For what missions is interoperability required? With which NATO allies is interoperability required? For what capabilities and services is interoperability required? Detailed case-study analyses of coalition operations in Southwest Asia, Bosnia, Somalia, and Rwanda identify key interoperability challenges and workarounds (short-term solutions) at the strategic, operational, tactical, and technological levels, and provide relevant lessons for meeting these challenges and improving the interoperability of U.S. and NATO air and C3ISR capabilities.

Airpower can achieve military objectives—sometimes, in some circumstances It sounds simple: using airpower to intervene militarily in conflicts, thus minimizing the deaths of soldiers and civilians while achieving both tactical and strategic objectives. In reality, airpower alone sometimes does win battles, but the costs can be high and the long-term consequences may fall short of what decision-makers had in mind. This book by a long-time U.S. intelligence analyst assesses the military operations and post-conflict outcomes in five cases since the mid-1990s in which the United States and/or its allies used airpower to “solve” military problems: Bosnia in 1995, Kosovo in 1999, Afghanistan in 2001, Lebanon in 2006, and Libya in 2011. In each of these cases, airpower helped achieve the immediate objective, but the long-term outcomes often diverged significantly from the original intent of policymakers. The author concludes that airpower sometimes can be effective when used to support indigenous ground forces, but decision-makers should carefully consider all the circumstances before sending planes, drones, or missiles aloft.

NATO is an alliance transformed. Originally created to confront Soviet aggression, the North Atlantic Treaty Organization evolved in the 1990s as a military alliance with a broader agenda. Whether conducting combat operations in the Balkans or defending Turkey from an Iraqi threat in 2003, NATO continues to face new security challenges on several fronts. Although a number of studies have addressed NATO's historic evolution, conceptual changes, and military activities, none has considered the role in this transformation of the secretary general, who is most often seen as a minor player operating under severe political constraints. In Diplomacy and War at NATO, Ryan C. Hendrickson examines the first four post-Cold War secretaries general and establishes their roles in moving the alliance toward military action. Drawing on interviews with former NATO ambassadors, alliance military leaders, and senior NATO officials, Hendrickson shows that these leaders played critical roles when military force was used and were often instrumental in promoting transatlantic consensus. Hendrickson offers a focus on actual diplomacy within NATO unmatched by any other study, providing previously unreported accounts of closed sessions of the North Atlantic Council to show how these four leaders differed in their impacts on the alliance but were all critical players in explaining how and when NATO used force. He examines Manfred Wörner's role in moving the alliance toward military action in the Balkans; Willy Claes's influence in shaping alliance policies regarding NATO's 1995 bombing campaign on the Bosnian Serbs; Javier Solana's part in shaping political and military agendas in the Yugoslavian war; and George Robertson's efforts to promote consensus on the Iraqi issue, which culminated in NATO's decision to provide Turkey with military defensive measures. Through each case, Hendrickson demonstrates that the secretary general is often the central diplomat in generating cooperation within NATO. As the alliance has expanded its membership and undertaken new peacekeeping missions, it now confronts new threats in international security. In asymmetric interstate conflicts, great powers have the capability to coerce weak states by threatening their survival—but not vice versa. It is therefore the great power that decides whether to escalate a conflict into a crisis by adopting a coercive strategy. In practice, however, the coercive strategies of the U.S. have frequently failed. In Coercion, Survival and War Phil Haun chronicles 30 asymmetric interstate crises involving the US from 1918 to 2003. The U.S. chose coercive strategies in 23 of these cases, but coercion failed half of the time: most often because the more powerful U.S. made demands that threatened the very survival of the weak state, causing it to resist as long as it had the means to do so. It is an unfortunate paradox Haun notes that, where the U.S. may prefer brute force to coercion, these power asymmetries may well lead it to first attempt coercive strategies that are expected to fail in order to justify the war it desires. He concludes that, when coercion is preferred to brute force there are clear limits as to what can be demanded. In such cases, he suggests, U.S. policymakers can improve the chances of success by matching appropriate threats to demands, by including other great powers in the coercive process, and by reducing a weak state leader's reputational costs by giving him or her face-saving options.
