A última década do século XX consagrou a democracia como a fórmula vencedora da Guerra Fria e a ideia de que, da queda do Muro de Berlim em diante, prevaleceria no mundo em conjunto com o capitalismo de livre mercado. O mundo contemporâneo aponta para um quadro de reversão democrática, caracterizada pelo desencantamento geral com a democracia e, paralelamente, com a ascensão do populismo e do nacionalismo em alguns países. A democracia é, contudo, capaz de sobreviver a crises. Para tanto, necessário que ofensas aos seus pressupostos não sejam normalizadas e que se compreenda qual seu papel perante o Estado e a sociedade.
