Democratic Accommodations: The Minority Question in India analyses the complex story of the accommodation of claims, interests and rights of minorities in India. It aims at what India-being one of the most ethnically and culturally diverse nations of the world-can offer to other nations, particularly to the countries of Europe that are confronted with ethnocultural and ethno-religious assertion. The authors have endorsed the argument that all plural democracies-and all democracies can only be plural in the present historical conjuncture despite the attempts by regimes to make them majoritarian-must work out their own strategies of accommodation by evolving a policy matrix that is suited to the dynamics of their own societies. The book is organised along four rubrics-laws, institutions, policies and political discourse-to understand Indian democracy's distinct response to diversity. The rich and nuanced exploration of the Indian approach to the minority question presented in this book will advance the international debate on diversity and multiculturalism and help policymakers in pluralistic democracies to develop their own particular strategies to deal with minority claims.

This book presents a comprehensive overview of the contemporary experiences of democracy in India. It explores the modes by which democracy as an idea, and as a practice, is interpreted, enforced, and lived in India’s current political climate. The book employs ‘case studies’ as a methodological vantage point to evolve an innovative conceptual framework for the study of democracy in India. The chapters unpack a diverse range of themes such as democracy and Dalits; agriculture, new sociality and communal violence in rural areas; changing nature of political communication in India; role of anti-nuclear movements in democracies; issues of subaltern citizen’s voice, impaired governance and the development paradigm; free speech and segregation in the public sphere; and, the surveillance state and Indian democracy. These thematic explorations are arranged in an engaging sequence to offer a multifaceted narrative of Indian democracy especially in relation to the recent debates on citizenship and constitutionalism. A key critical intervention on contemporary politics in South Asia, this book will be essential reading for scholars and researchers of political studies, political science, political sociology, comparative government and politics, sociology, social anthropology, public administration, public policy, and South Asia studies. It will also be of immense interest to policymakers, journalists, think tanks, bureaucrats, and organizations working in the area.

Of the many challenges facing liberal democracy, none is as powerful and pervasive today as those posed by religion. These are the challenges taken up in Obligations of Citizenship and Demands of Faith, an exploration of the place of religion in contemporary public life. The essays in this volume suggest that two important shifts have altered the balance between the competing obligations of citizenship and faith: the growth of religious pluralism and the escalating calls of religious groups for some measure of autonomy or recognition from democratic majorities. The authors--political theorists, philosophers, legal scholars, and social scientists--collectively argue that more room should be made for religion in today's democratic societies. Though they advocate different ways of carving out and justifying the proper bounds of "church and state" in pluralist democracies, they all write from within democratic theory and share the aim of democratic accommodation of religion. Alert to national differences in political circumstances and the particularities of constitutional and legal systems, these contributors consider the question of religious accommodation from the standpoint of institutional practices and law as well as that of normative theory. Unique in its interdisciplinary approach and comparative focus, this volume makes a timely and much-needed intervention in current debates about religion and politics. The contributors are Nancy L. Rosenblum, Alan Wolfe, Ronald Thiemann, Michael McConnell, Graham Walker, Amy Gutmann, Kent Greenawalt, Aviam Soifer, Harry Hirsch, Gary Jacobsohn, Yael Tamir, Martha Nussbaum, and Carol Weisbrod.

Political parties have long been recognized as essential institutions of democratic governance. Both the organization of parties, and their relationships with citizens, the state, and each other have evolved since the rise of liberal democracy in the 19th and early 20th centuries. Going into the 21st century, it appears that parties losing popular support, putting both parties, and potentially democracy, in peril. This book traces the evolution of parties from the model of the mass party, through the catch-all party model, to argue that by the late 20th century the principal governing parties and (and their allied smaller parties - collectively the political 'mainstream') were effectively forming a cartel, in which the form of competition might remain, and indeed even appear to intensify, while its substance was increasingly hollowed out. The spoils of office were increasingly shared rather than restricted to the temporary winners; contentious policy questions were kept off the political agenda, and competition shifted from large questions of policy to minor questions of managerial competence. To support this cartel, the internal arrangements of parties changed to privilege the party in public office over the party on the ground. The unintended consequence has been to stimulate the rise of extra-cartel challengers to these cozy arrangements in the form of anti-party-system parties and populist oppositions on the left, but especially on the right. Comparative Politics is a series for researchers, teachers, and students of political science that deals with contemporary government and politics. Global in scope, books in the series are characterised by a stress on comparative analysis and strong methodological rigour. In early 2011, widespread protests ousted dictatorial regimes in both Tunisia and Egypt. Within a few years, Tunisia successfully held parliamentary and presidential elections and witnessed a peaceful transition of power, while the Egyptian military went on to seize power and institute authoritarian control. What explains the success and failure of transitions to democracy in these two countries, and how might they speak to democratic transition attempts in other Muslim-majority countries? Democratic Transition in the Muslim World convenes leading scholars to consider the implications of democratic success in Tunisia and failure in Egypt in comparative perspective. Alongside case studies of Indonesia, Senegal, and India, contributors analyze similarities and differences among democratizing countries with large Muslim populations, considering universal challenges as well as each nation’s particular obstacles. A central theme is the need to understand the conditions under which it becomes possible to craft pro-democratic coalitions among secularists and Islamists. Essays discuss the dynamics of secularist fears of Islamist electoral success, the role of secular constituencies in authoritarian regimes’ resilience, and the prospects for moderation among both secularist and Islamist political actors. They delve into topics such as the role of the army and foreign military aid, Middle Eastern constitutions, and the role of the Muslim Brotherhood. The book also includes an essay by the founder and president of Tunisia’s Ennadha Party, Rachid Ghannouchi, who discusses the political strategies his party chose to pursue.
