Democratic Accommodations: The Minority Question in India analyses the complex story of the accommodation of claims, interests and rights of minorities in India. Of the many challenges facing liberal democracy, none is as powerful and pervasive today as those posed by religion. These are the challenges taken up in Obligations of Citizenship and Demands of Faith, an exploration of the place of religion in contemporary public life. The essays in this volume suggest that two important shifts have altered the balance between the competing obligations of citizenship and faith: the growth of religious pluralism and the escalating calls of religious groups for some measure of autonomy or recognition from democratic majorities. The authors--political theorists, philosophers, legal scholars, and social scientists--collectively argue that more room should be made for religion in today's democratic societies. Political parties have long been recognized as essential institutions of democratic governance. Both the organization of parties, and their relationships with citizens, the state, and each other have evolved since the rise of liberal democracy in the 19th and early 20th centuries. Going into the 21st century, it appears that parties losing popular support, putting both parties, and potentially democracy, in peril. This book traces the evolution of parties from the model of the mass party, through the catch-all party model, to argue that by the late 20th century the principal governing parties and (and their allied smaller parties - collectively the political 'mainstream') were effectively forming a cartel, in which the form of competition might remain, and indeed even appear to intensify, while its substance was increasingly hollowed out. The spoils of office were increasingly shared rather than restricted to the temporary winners; contentious policy questions were kept off the political agenda, and competition shifted from large questions of policy to minor questions of managerial competence. To support this cartel, the internal arrangements of parties changed to privilege the party in public office over the party on the ground. The unintended consequence has been to stimulate the rise of extra-cartel challengers to these cozy arrangements in the form of anti-party-system parties and populist oppositions on the left, but especially on the right. In early 2011, widespread protests ousted dictatorial regimes in both Tunisia and Egypt. Within a few years, Tunisia successfully held parliamentary and presidential elections and witnessed a peaceful transition of power, while the Egyptian military went on to seize power and institute authoritarian control. What explains the success and failure of transitions to democracy in these two countries, and how might they speak to democratic transition attempts in other Muslim-majority countries? Democratic Transition in the Muslim World convenes leading scholars to consider the implications of democratic success in Tunisia and failure in Egypt in comparative perspective. Alongside case studies of Indonesia, Senegal, and India, contributors analyze similarities and differences among democratizing countries with large Muslim populations, considering universal challenges as well as each nation’s particular obstacles. A central theme is the need to understand the conditions under which it becomes possible to craft pro-democratic coalitions among secularists and Islamists. Essays discuss the dynamics of secularist fears of Islamist electoral success, the role of secular constituencies in authoritarian regimes’ resilience, and the prospects for moderation among both secularist and Islamist political actors.
